Vehicle Tax Billing
 
Last month, between 20,000 and 54,000 vehicle tax billing statements with incorrect due dates were mailed to Mecklenburg vehicle owners.  Those who received incorrect statements were sent notification that explained the error and provided corrected information.  County staff is investigating the cause of the problem and adjusting quality controls to prevent a similar situation in the future. 
In addition, we look forward to the new integrated tax system software that will be operational later this year. This replacement system will contain a vehicle tax application that should prevent such problems from occurring. 
 
Catawba-Wateree FERC Relicensing Process
 
During its July 18 meeting, the Board received an update regarding the FERC relicensing process for the Catawba/Wateree River.  The Board was also asked to authorize the County Manager to sign the Final Agreement.  At that time, the Board was informed that the Town of Cornelius participated in the FERC stakeholders' process and we understood Cornelius had agreed to sign the Final Agreement. 
Subsequent to the meeting, County staff confirmed that the Town of Huntersville did not participate in the stakeholders' process, and that Cornelius and Davidson were active participants.  The Town of Davidson signed the Agreement in Principle, and Davidson staff intends to recommend to its Board that the Final Agreement be signed. 
The Town of Cornelius also signed the Agreement in Principle, but Cornelius staff will recommend against having the Cornelius Town Board sign the Final Agreement. The primary reason provided by Cornelius staff was that the Final Agreement inadequately addresses the Town's recreational needs around Lake Norman. This is significant because all stakeholder participants play a vital role in the relicensing process.
Our goal is to present to FERC a proposal that recognizes the needs of all stakeholders.  As a result, County staff will continue to carefully monitor this process and provide the Board with updates as appropriate.
