Plan and Timetable for Charitable Fundraising Report
At its January 21 regular meeting, the Board directed the County Manager to undertake additional steps in determining the feasibility of expanding employee charitable fundraising campaigns. Specifically the Board directed the County Manager to implement a citizen engagement process to seek input and feedback from key stakeholders, including County employees, representatives of
United Way and
Arts and Science Council, and the general public. The Board also directed the County Manager to provide to the Board a report on the citizen engagement input and feedback, and provide recommendations to the Board regarding charitable fundraising campaigns.
At the meeting, the Board received an initial estimate that the additional steps would take approximately 120 days, and that a more specific timeline would be provided to the Board via the Board Bulletin once the full project plan was developed.
Last week, the
Human Resources Department provided the project plan schedule that includes providing a report and recommendations to the Board on May 5. The project plan also includes the following key steps:
- Researching key policy and cost issues
- Seeking input and feedback on potential changes to the employee fundraising campaign from employees, charitable organizations and Mecklenburg residents
- Analyzing findings from the research and input/feedback data
- Preparing a draft report for internal review by the Human Resources Department Leadership Team
- Providing draft recommendations to the County Manager’s Executive Team
- Providing final report and recommendations to the Board

Criminal Justice Citizen’s Advisory Committee
In November 2008, the Board-appointed Justice and Public Safety Task Force produced its final report. The report included 16 prioritized recommendations designed to make an effective impact on crime and justice-related activities in Mecklenburg County.
The Task Force’s first recommendation called for establishing an oversight function/position, and a permanent Criminal Justice Citizen’s Advisory Committee to promote collaboration and coordination across all components of the criminal justice system. On November 5, 2008, the Board unanimously approved implementing this first recommendation, and called for a permanent Criminal Justice Citizen’s Advisory Committee to be put in place.
On February 3, 2009 the Board’s Criminal Justice Committee reviewed and endorsed staff recommendations regarding the purpose and membership criteria of the Criminal Justice Citizen’s Advisory Committee. The following outlines the purpose of the Committee:
- Promote collaboration/coordination across all components of the Mecklenburg County criminal justice system
- Seek and explore methods to improve all aspects of the criminal justice system
- Review the nature, scope and critical issues associated with the criminal justice system
- Review the performance of the criminal justice system
- Respond to Board of County Commissioners and staff requests for advice on matters related to the comprehensive criminal justice system in Mecklenburg County
- Present the Board of County Commissioners an annual report of key actions and issues
The Criminal Justice Citizen’s Advisory Committee will comprise 13 members who will serve staggered three-year terms. The membership of the Advisory Committee shall include representatives with the following qualifications:
- A resident from each Board of County Commissioners district within Mecklenburg County (District 1-6) - six total members
- A person appointed by the Mecklenburg County Manager acting in association with the General Manager responsible for criminal justice related activities.
- The Mecklenburg County Bar (Recommended by the Criminal Justice Section of the Mecklenburg County Bar)
- Law enforcement
- The Charlotte-Mecklenburg School System
- A substance abuse professional (e.g., a licensed social worker or psychologist)
- A member of the faith community
- A person who has been rehabilitated and gone through the Mecklenburg County criminal justice system. (The individual should be proposed for consideration by The Center for Community Transitions)
Applications for the Criminal Justice Citizen’s Advisory Committee will be received on-line via
Mecklenburg County Advisory Board Application on the Charmeck.org website. The application process will be open for 45 days, beginning Monday, February 23, 2009.
