St Patrick's Day Parade and Festival Rescheduled

Due to the expected inclement weather this weekend, the event producer has requested the parade and festival be rescheduled from Saturday, March 14 to Saturday, March 21. Members of city staff that are directly impacted were consulted and support this decision.

The timing of the events will be identical to what was originally planned with the parade at 11 a.m. and the Charlotte Goes Green Festival at Third Street and Tryon Street from 10 a.m. to 6:30 p.m.

Stimulus Meeting

On Wednesday, March 18, the White House is hosting a meeting for Cities on the Stimulus Plan (ARRA). Boyd Cauble will be attending this meeting for the City of Charlotte, since he will be in Washington for the National League of Cities meeting.

NCDOT Secretary Conti's March 18 visit to Charlotte

NCDOT Secretary Gene Conti will be in Charlotte March 18. His itinerary includes:

  • 3:00 p.m. – Session with MUMPO's Technical Coordinating Committee (TCC) to discuss current plans and projects. (CMGC 8th Floor, Uptown Conference Room)
  • 4:30 p.m. – Charlotte Regional Alliance for Transportation (CRAFT) to discuss the regional FAST LANES study and to hear thoughts from the Secretary. Light refreshments will be available. (CMGC, Room 267)
  • 7:00 p.m.– MUMPO Board meeting (CMGC, Room 267) (Secretary Conti's attendance tentative)

The Mayor and City Council are invited to attend.

Gang Prevention Coalition Strategic Plan

The Gang Prevention Coalition Strategic Plan had been scheduled for presentation at the March 2 Workshop, then rescheduled for the March 9 Dinner Briefing. Since time limitations prevented the March 9 presentation, we are sending this written report.

The GPC is a group of community agencies and organizations who are working in partnership to address gang issues in Mecklenburg County. The mission of the GPC is to partner with the community to eliminate gangs through collaboration, training, and technical assistance. The GPC has adopted the Office of Juvenile Justice and Delinquency Prevention (OJJDP) Comprehensive Gang Reduction Model to address gangs in Mecklenburg County. This approach is the result of national research (Spergel, 1995) and includes the components of:
(1) Primary Prevention;
(2) Secondary Prevention;
(3) Intervention;
(4) Suppression and
(5) Reentry.

G01 is the gang prevention and intervention initiative of the Charlotte-Mecklenburg Police Department in partnership with local citizens, agencies and local, state, and federal law enforcement. The mission of G01 is to prevent youth from joining gangs, support youth being pressured to join gangs, and assist youth in getting out of gangs.

TAP – 2008 Annual Report

Since time limitations prevented the March 9 presentation, we are sending this written report. Staff presented the 2008 TAP Annual Report to City Council's Transportation Committee in January. The Annual Report identifies how the City is progressing towards achieving the five TAP goals. The report identifies the achievements, current activities and issues and challenges affecting each of the five goals. Some of the achievements identified in the 2008 TAP Annual Report include:

  • Charlotte residents passed $160M+ in transportation bonds during 2008.
  • Key road and intersection projects were advanced as depicted in Map 1 (attached)
  • LYNX Blue Line averaged over 15,000 daily riders in its first year of service
  • The Committee of 21 and the 21 Century Transportation Committee convened and identified transportation revenue options to address transportation needs at the state and local levels
  • Both the Federal Highway Administration and the North Carolina American Planning Association honored the TAP as a model plan.
  • Council adopted the City of Charlotte Bicycle Plan

Some of the issues and challenges identified in the report include:

  • The percentage of population within ¼ mile of schools, parks and transit is lower today than in 2004, making access by walking, bicycling, and short vehicle trips less viable.
  • The percentage of multi-family units being approved in the Wedges is higher than the land use targets called for in the Centers, Corridors and Wedges growth framework
  • NCDOT's project designs typically do not reflect Charlotte's urban needs (for example Mallard Creek Extension)
  • Gas tax revenues at the federal and state levels continue to decline, reducing the funds available for building and maintaining roads
  • ½ cent sales tax revenues for transit are lower than anticipated
  • Without a local dedicated transportation funding source, at levels consistent with the TAP, Charlotte will struggle to keep pace with continued growth and increased travel demand

Coca-Cola Recycle and Win Partnership Update

On January 12, Charlotte City Council approved a partnership between the City and the Coca-Cola Bottling Company to promote residential recycling within the City of Charlotte. The Recycle and Win promotion began on February 2 and will award $26,000 worth of Harris Teeter gift cards to Mecklenburg County residents during the yearlong promotion, which will end on January 31, 2010.

The Coca-Cola Bottling Company mailed more than 200,000 stickers to Mecklenburg County residents at the end of January; however, due to postal delays the stickers did not reach all qualified residents until the second week in February. To date there have been 39 total winners throughout Mecklenburg County, 26 winners in the City of Charlotte distributed by zone as listed below:

  • 8 Winners in the North Zone
  • 6 Winners in the South Zone
  • 5 Winners in the East Zone
  • 7 Winners in the West Zone

Included in today's packet is material provided by Coca-Cola, including a list of winners.

A review of February tonnage figures shows that the program has not caused a noticeable increase in recyclables at the curb/collected, which could adversely affect the City's collection operation; however, an increase in recyclables at the curb is expected during the promotion for several reasons:

  • Recycling bin stocking requests from distribution centers have increased 35%. As a convenience, the City of Charlotte has partnered with several libraries, recreation centers and other public facilities to make recycling bins available for residents to pick-up. Stocking requests from these facilities have increased 35%. This translates into 904 more actual bins delivered to distribution locations during February 2009 when compared to the average number of bins delivered each month for the first 7 months of FY09.  
  • Recycle and Win promotional stickers had to be restocked at local Harris Teeter stores. Coca-Cola Bottling Company has an agreement with area Harris Teeter stores to distribute extra Recycle and Win promotional stickers through their stores. On February 2, 1,650 recycling stickers were distributed to 30 Harris Teeter stores. Just two weeks after the start of the promotion, two stores had to be restocked with stickers – one store twice within one week, meaning the store distributed 150 stickers in three weeks. This metric is supported by calls to CharMeck 311. To date, CharMeck 311 has answered 37 calls regarding the Coca-Cola promotion many were regarding when the stickers would be restocked at Harris Teeter stores.

Staff will continue to provide monthly updates on the promotion.

Transportation Committee March 23 Sidewalk Tour Update

On Monday, March 23, the City Council's Transportation Committee will take a bus tour related to the development of the Pedestrian Plan.  The purpose of the tour is to allow the Committee to experience, in the field, positive and negative elements of Charlotte's pedestrian environment that the Pedestrian Plan seeks to address.  The tour highlights key sidewalk recommendations for the Committee's consideration.  The tour will also help the Committee understand what is necessary to make Charlotte a more walkable city. 

The tour is scheduled from 3 to 5 pm and will leave the Charlotte Mecklenburg Government Center from the Fourth Street Circle.  Should other Council members wish to attend, please contact Tracy Swett.  A portion of the tour will be by foot so comfortable attire is recommended.
