Attached is the PowerPoint presentation given by Jeff Wise regarding the USNWC from Monday, March 9. In accordance with the terms of the contract, we have made the second payment of $285,714 to USNWC. We will work with USNWC to secure the follow-up financial information requested by City Council within the next 30 days.

In response to a Council request for additional information regarding delayed Public/Private Partnerships, we have added information to the attached chart which was originally distributed in the February 25 Council-Manager Memo. The additional information provides the estimated time of the delay and reason. These estimates are based upon staff's understanding of the project.

For your convenience, a hard copy of Charlotte's Supreme Court brief is attached that sets forth the reasons why the Special Master's recommendation that Charlotte be allowed to intervene should be approved.
