Economic Development Public/ Private Partnerships

In response to a request at the Council Retreat, we have attached a list of all public/private partnership projects. Information is provided for each regarding project description, public investment, status, initial completion dates, and currently projected completion dates.
The update is based on recent information from developers and the City's project agreements. Timeframe updates are estimates provided by developers and staff, based on current economic conditions. These timeframes are subject to change. No projects have been cancelled and the larger projects, the NASCAR Office Tower, IKEA/Belgate, and Wachovia, are moving ahead on schedule.
FY09 Federal Omnibus Appropriation

Attached is a letter from Holland and Knight summarizing the latest appropriation amounts for our FY09 Federal Agenda.
Good news!
- Northeast Corridor $20.5 million
- Streetcar Study $237.5 thousand
- Gang of One $950,000
- Eastland Town Center $ 95,000
Holland and Knight and our Congressional Delegation did a tremendous job keeping these appropriation requests alive, and in the case of the Northeast Corridor, getting several million more than our original request.
Possible Lower Water Pressure During Pipe Connection

As reported to you on February 24, beginning Thursday, March 5, at 9:00 p.m. and continuing through Sunday night at the latest, crews will connect a new 36-inch water pipe to the existing 54-inch water main under Morehead Street (near Dowd YMCA). This important connection will enhance water service in the center city. The attached letter was mailed out to several thousand customers in the area. We are also emailing community contacts and sending a press release to reporters.
No customers will be without water service. Some customers in the southern parts of uptown, Dilworth, Elizabeth, and South End areas, may experience slightly lower than usual water pressure. Test shutdowns of this pipe have had no impact on water pressure, so this notice is simply precautionary. The Charlotte Fire Department will be notified to ensure proper fire protection. Once the pipe connection is complete, some customers may briefly experience slightly discolored water. This is temporary – the water will clear up shortly. Crews will be flushing hydrants.

Joint CDOT/CFD Connectivity Study Referenced in February 21 Charlotte Observer

On Saturday, February 21, Mary Newsom of the Charlotte Observer ran a column on infrastructure that referenced a joint study on connectivity undertaken by staff from CDOT and the Charlotte Fire Department (CFD). The study, which was presented to the Transportation Committee in November 2008, showed a strong relationship between the amount of connectivity in the service area of a fire station and the size of that service area.
The study has been highlighted in New Urban News and presented to the Congress for the New Urbanism 2008 transportation summit, the Joint Use Task Force, and the Centralina Council of Governments. It has also garnered interest from the Virginia Department of Transportation and the Institute of Transportation Engineers.

March 4 Community University "Hot Topics" Series

Neighborhood & Economic Development is kicking off the spring session of the Community University (CU) "Hot Topics" series with The ABCs of Zoning and Development. Planning staff will present the workshop, explaining Charlotte-Mecklenburg's zoning and development processes and the roles and responsibilities of government, developers and the public. The free workshop will be held on March 4, 2009 from 6:30 – 8:30 pm at the Methodist Home Recreation Center, 3200 Shamrock Drive. A flyer is attached.
The CU hot topics series addresses many neighborhood issues and provides an opportunity for citizens to learn how to better collaborate with the City and other stakeholders to resolve issues and improve the quality of community life. Government Channel Updates

Logo update:
The Government Channel has updated its logo to prepare for the digital environment and the possibility of more providers in the marketplace. To prepare for the transition of public, educational, and governmental access (PEG) channels to other providers and the providers' ability to relocate PEG channels on various tiers, Corporate Communications has designed a new channel logo that is non-dependent on a cable identifier. Therefore, the number 16 is no longer part of the logo.
The new logo was redesigned with these objectives:
- independent of any provider's assigned tier number
- develop a logo that is more reflective of the vast programming that airs on the Channel including both City and County government programming, at times regional and national government programming, and community programming
- introduce an on-air and on-line tag line to direct viewers to watch on television or at www.charmeck.org
- develop a cleaner and simpler logo that is more legible when reduced to a smaller station identifier
