Morehead Street Water Pipe Connection Update

On Friday night, February 20, a new 36-inch water pipe (installed during the NASCAR Hall of Fame Project) will be connected to the existing 54-inch water main in Morehead Street. This necessary 'tie-in' operation will require a section of the 54-inch main to be temporarily out of service for up to 48 hours.

No customers will be without water. Some customers in the Stonewall Street, Dilworth, Elizabeth, and South End areas may experience slightly lower than usual water pressure or temporarily discolored water. When this pipe has been turned off in the past we have not seen lower water pressure, but will notify media as a precaution.

Crews will conduct a test between 10:00 a.m. and 2:00 p.m. on Friday, February 6. This may briefly cause lower water pressure to this area. The test will help engineers prepare for the 'tie-in.'

CATS Origin/Destination Study - On Board Survey

On February 10, 2009, CATS' contractor NuStats, LLC will begin an "Origin/Destination" survey for the CATS' Before and After Study. As required by the Federal Transit Administration for the LYNX Blue Line Full Funding Grant Agreement, the "After" portion of the Before and After study will document ridership, travel patterns, and park and ride usage on the bus and light rail system. The data collected during this "Origin/Destination" survey will also be used to improve the travel demand model used to predict ridership for the remaining rapid transit and streetcar lines. City Council approved the contract for this work on December 8, 2008.

Printed survey questionnaires will be distributed to customers who board CATS' services between February 10-20, 2009 and March 3, 2009-April 9, 2009. Survey staff will work in teams to count customer boardings and distribute printed surveys to riders. A copy of the survey is attached for your information.


Transit Funding Authorization

Representative Becky Carney is introducing an Intermodal Financing Bill on behalf of the Triangle, Triad, and other jurisdictions wishing to use the ½% sales tax for transit that Charlotte/Mecklenburg currently has.  In addition to providing statewide funding authority, Representative Carney also included language that would have allowed Mecklenburg the authority to levy an additional ½% sales tax for transit upon voter approval.

Senator Clodfelter stated he would oppose the bill if Mecklenburg is included.  Attached is a memo from Boyd Cauble describing the situation which has resulted in Representative Carney pulling Mecklenburg from the proposed bill.
