Federal Transit Appropriations Process

As a follow up to Monday night's Council discussion regarding transit, attached is a letter John Muth sent to the Metropolitan Transit Commission (MTC) describing how to lobby for a pending transit "earmark" of $24 million for the Northeast Corridor and proposed changes in small start regulations which could benefit the North Corridor and Streetcar projects. The key to the Budget Conference Committee discussion is to get our three representatives and two senators to support the Senate's $24 million "earmark" for the Northeast Lynx extension. Discussions with our Congressional members should also focus on our Delegation's support for our TIGER grant request for stimulus funding for the North Corridor Commuter line if the I-85/Yadkin River Bridge is not funded.
Holland and Knight advised us this week that 1380 applications requesting $56.5 billion have been submitted for the $1.5 billion available nationwide for the TIGER grant funds. Council will have a resolution on the October 12 Council agenda supporting our North Corridor TIGER grant application.
On Thursday, John Muth and CATS staff reviewed the latest sales tax information with the MTC Managers and answered their questions regarding our future funding options. MTC Managers asked John Muth to present this information to the MTC Mayors so they might better understand proposed project delays and how to best structure a 2010 federal agenda. Council will review the revenue projections and proposed 2010 federal agenda in mid-November.

Enclosed in Council's packets are copies of "Remembering Hugo: Emergency Preparedness Then and Now" and the retro edition of the FYI newsletter, an electronic version of which is attached below. The show aired September 22 on the GOV Channel and will run through the end of October to coincide with hurricane season.
Corporate Communications will continue to use the video to help improve crisis communications planning and response. The show and future training material is all produced in-house. The show is one of many public affairs programs, special focus area programs and special productions provided by the GOV Channel and Corporate Communications. A brochure with additional information about GOV Channel programming is also attached.
