CATS Budget Public Forums

Charlotte Area Transit System (CATS) is beginning its Second Annual Budget Forums as it plans the transit operating budget for the next fiscal year and capital budget for the next five years. Members of the community are encouraged to attend one of the public meetings to learn more about CATS' budget process and share transit service ideas. CATS will also be conducting a transit survey with meeting attendees, as well as sending the survey to its email subscribers, to gather feedback on what transit service enhancements and amenities are most important to customers.

On Thursday, September 24 CATS will conduct a budget forum in Room 267 of the CMGC that will also air live on The GOV Channel, on Time Warner Cable 16. Citizens can attend in person or watch via television or internet and submit their questions online.

October 1: Public Meeting for Improvements to Interstate 85 in Mecklenburg and Cabarrus Counties

The North Carolina Department of Transportation (NCDOT) will hold a Pre-Hearing Open House and a Design Public Hearing to discuss improvements to Interstate 85 between Interstate 485 (Exit 48) and Highway 73 (Exit 55) on Thursday, October 1, 2009 at Northwest Cabarrus High School, which is located at 5130 Northwest Cabarrus Drive in Kannapolis. NCDOT representatives will be available at the Pre-Hearing Open House between the hours of 4:30 p.m. and 6:30 p.m. to answer questions and receive comments about the project. The Pre-Hearing Open House will be held in the school cafeteria. Interested citizens may attend at any time during the above hours.

A formal presentation will begin at 7 p.m. in the school auditorium. The presentation will consist of an explanation of the proposed location, design, the state-federal relationship, and right-of-way and relocation requirements and procedures. Citizens will have the opportunity to comment or ask questions.

NCDOT proposes to reconstruct and widen Interstate 85 from a four-lane roadway to an eight-lane roadway. The primary purpose of the project is to provide congestion relief. While only one mile of the total project length is in Mecklenburg County, the project will have a major impact on travel throughout the region.


Non-Residential Building Code Ordinance

Attached is a copy of the proposed Non-Residential Building Code Ordinance for review. On September 28, 2009 Council will be asked to approve the Housing and Neighborhood Development Committee's recommendation to adopt the Non-Residential Building Code Ordinance and approve adding six positions funded from the $500,000 reserved in the FY10 budget for ordinance enforcement. Staff briefed the Council on the Committee's recommendation to approve the ordinance during their September 14 dinner meeting.

Adoption of this ordinance will provide Code Enforcement staff more enforcement authority related to the condition of commercial structures. The ordinance establishes specific standards of fitness and an enforcement process for all non-residential structures. It also addresses unsafe and dilapidated conditions associated with both vacant and occupied commercial structures.


Monthly Project Update for the NASCAR Hall of Fame

Attached is the September edition of the Project Update newsletter for the NASCAR Hall of Fame. At Council's request, this document will be provided to City Council each month through completion of the project.  It includes a table of expenditures to date, key milestones completed, and a look ahead at upcoming milestones.

CMPD Receives Grant for Crime Analysts

CMPD has received a grant to fund four crime analyst positions for a two-year period. The grant, from the U.S. Department of Justice, is a part of the Byrne Competitive Grant Program under the American Recovery and Reinvestment Act (ARRA).

The crime analysts will support CMPD's primary goal of crime reduction at the neighborhood level. They will provide crime and offender data to the Response Area Commanders who, in turn, will use the information to develop crime reduction strategies and manpower deployment plans. The Response Area Commanders currently do much of this analysis themselves; CMPD estimates that having this work done by crime analysts will give each Response Area Commander an additional five hours per week in the field.

Council approved the grant application at its April 27 meeting; acceptance of the grant will be on the September 28 Council agenda.
