Engineering & Property Management (E&PM) and Neighborhood &Business Services (N&BS) plan to apply for a $400,000 Brownfield Community-Wide Assessment Grant. These federal EPA grants are competitively awarded annually. Assessment grants provide funding for developing brownfield property inventories, prioritizing sites, directing community involvement activities, and conducting site assessments and cleanup planning. Grant funds for Charlotte would be focused for use within the City's Business Corridor Revitalization geography. The additional EPA funds could enable the City's existing local brownfield program to expand our eligible activities to include certain clean up costs.

The City has retained Hart & Hickman, Inc., (H&H) for a nominal charge of $3,800 to assist in preparing the application. H&H has worked on 18 grant-funded brownfield projects and has spoken at national EPA conferences about the grant process.

The EPA highly regards grant applications demonstrating strong community outreach programs. To support our proposal, over the next month we will design a public involvement process, keeping Council informed of opportunities for public engagement.

The grant proposal is due in October 2009. Approval of application submission will be on Council's agenda in late September/early October. If awarded, the City would receive funding in June 2010, with no local matching funds required.
