Non-Governmental Use of CMGC Facilities

Over the past several months, there have been an increasing number of requests from non-governmental agencies wishing to use space at the CMGC to hold meetings and events. The wide range of meeting rooms that serve the governmental needs of local government agencies are appealing to other organizations. However, guidelines that have been in place for the building are designed to insure first priority to City Council, County Commission and School Board functions and secondary priority to staff activities, while avoiding competition with private conference facilities where other organizations and for-profit entities can conduct business.

The use of the CMGC meeting facilities by other governmental organizations (such as state and federal) is provided depending upon space availability in certain areas after all primary uses have been accommodated. The CMGC Meeting Chamber is generally reserved for the official business of the Mayor, City Council, County Commission, City or County Managers and Charlotte Mecklenburg School Board. Organizations such as social, work/industry, non-profit, support groups, general civic organizations, and for-profit organizations are restricted from holding meetings in these facilities.

All requests for use of the Chamber outside the official business of the Mayor, City Council, County Commission, City or County Managers, and Charlotte Mecklenburg Schools are subject to approval by the CMGC Property Manager. Requests may be made by contacting the CMGC staff at 704-432-4350.


Heavy Vehicle Loading Pavement Damage Study

In August 2008, City Council approved the Charlotte Department of Transportation (CDOT) moving forward with a heavy vehicle weight study as part of its pavement preservation efforts. Subsequently, CDOT has been working with Blythe Construction and UNC Charlotte Civil Engineering Department to install pavement sensors to monitor and analyze heavy vehicle pavement damage to Charlotte street pavements. The selected site for the study is the inbound curb lane on Central Avenue between Heath Court and Louise Avenue. This lane experiences a number of heavy vehicles accessing Brookshire Freeway from Tenth and Twelfth streets.

UNCC has been ordering and calibrating the equipment and is ready to begin the data collection phase of the project. The 36-month study will identify and quantify the pavement damage attributed to heavy vehicle loading, provide a summary report of this analysis, provide information on how other municipalities are addressing these problems, and make recommendations as to how Charlotte can manage the long-term cost for repair of this damage.

CDOT has assembled a stakeholders committee with representatives from CDOT, the Charlotte Area Transit System, Engineering & Property Management, the North Carolina Department of Transportation and private industries including construction, crane providers, and engineering materials and testing firms. The stakeholders committee will provide a forum to communicate the progress of the study and its eventual results to the involved parties, and serve as a non-biased, objective observer/advisor to the weight study team.

Work to install the sensors will begin on Friday, July 31, 2009 at 8:00 p.m. and will continue through the weekend with the intent to return Central Avenue to normal traffic flow by Monday morning, August 3, 2009. If there is inclement weather, the alternative installation dates are August 7-10. The two outbound lanes of Central will be controlled to facilitate both inbound and outbound traffic while the installation work is in progress.

National Night Out will be observed on Tuesday, August 4. National Night Out provides opportunities for neighborhoods to come together for fellowship and to reaffirm their commitment to work together to keep their neighborhoods safe.

This year a number of neighborhoods have planned events in observance of National Night Out. Staff members from Neighborhood and Business Services have assisted a number of the neighborhoods in planning their events.

The attached chart lists the participating neighborhoods, the nature, location, and time of their events, and, where available, names of contact persons who can provide additional information.


August 11 & 13 – Public Meetings for Annexation Areas on Utilities Services

Residents who did not previously receive water and sewer service from Charlotte-Mecklenburg Utilities prior to annexation will be provided with basic water and sewer services to the annexed area within two years of the annexation date.

Charlotte-Mecklenburg Utilities is hosting two public meetings for the Hood Road South Annexation Area at Reedy Creek Elementary School located at 10801 Plaza Road Extension.

Tuesday, August 11, 2009 from 7:00 p.m. to 9:00 p.m. – For residents currently on individual wells and septic systems.

Thursday, August 13, 2009 from 7:00 p.m. to 9:00 p.m. – For residents currently served by a private water / wastewater system like Aqua NC or Carolina Water.

Invitations to the public meeting were mailed to more than 4,000 residents in the area.
