Kinghurst Drive Street Renaming

In follow-up to the December 1, 2008 City Council meeting, the Charlotte Department of Transportation (CDOT) met with residents of Kinghurst Drive off of Albemarle Road on January 8, 2009. After listening to residents' concerns and weighing the historical emergency call information, it was determined that the street would not be renamed. The neighborhood is aware of this decision.

CDOT will be drafting guidelines for emergency services to consider before requesting a change of duplicate street names within the city limits. In addition, CDOT will be reviewing internal street renaming procedures for better outreach with neighborhoods when such renamings are necessary.


Planning Liaison Committee Proposed Organizational Changes

The Planning Liaison Committee (PLC) was organized in the late 1970's for City Council, County Board of Commissioners, and Board of Education to have a vehicle to facilitate cooperation and communication on common planning issues. In 1998, PLC membership was expanded to the Boards of the six Mecklenburg Towns. The PLC is chaired by the Chair of the Planning Commission, with Planning Department staff serving as resource.

At its October 10, 2008 meeting the PLC reached consensus on several recommended organizational changes to maintain its relevance into the future, and include the following:

  • Increase membership to include the Planning Directors and Planning Commission chairs of the member entities
  • Change the name from "Planning Liaison Committee" to "Planning Coordinating Committee"
  • Revise meeting schedule to twice yearly (in spring and fall) with one meeting consisting of a "joint luncheon" format inviting all elected officials from member entities, and the other devoted to updating members on planning activities, receiving other planning-related information, and identifying potential strategies and priorities for the upcoming year.

The changes under consideration are subject to adoption by all member entities in the form of a Joint Resolution, which the City Attorney's office is taking the lead on developing, with input from attorneys from the other member entities. The resolution will be available for review and adoption by all members (including City Council and the BOCC) spring, 2009.


Congressional Economic Stimulus Package

Attached is a summary of the American Recovery and Reinvestment Act (economic stimulus proposal) which the U.S. House released yesterday. Also attached are summaries of reactions to the proposed legislation provided to us by the North Carolina Metropolitan Coalition.

City staff is reviewing the economic stimulus legislation and comparing the proposed program requirements with the preliminary listing of "shovel ready" projects we previously provided Council and the U.S. Conference of Mayors/National League of Cities.

As the stimulus legislation progresses through Congress, we will continue to update the Mayor and Council on the proposed program requirements and methods for distributing the $550 billion designated for state and local projects. Congressional leaders are hopeful that the stimulus package will be on the President's desk by mid-February. We will advise Mayor and Council about the bill status as it progresses simultaneously through the House and Senate.
