Charlotte-Mecklenburg Government Center Earns ENERGY STAR Designation

The Charlotte-Mecklenburg Government Center (CMGC) has earned the ENERGY STAR designation from the US Environmental Protection Agency. The award is the mark of superior energy performance and identifies the facility as one the most efficient buildings in the nation. To earn the label, a facility must demonstrate its energy performance is in the top 25% compared to similar buildings nationwide. Conditions for thermal comfort, indoor air quality and luminance levels must also be met.
The CMGC competed in the "office building" category and is now one of four ENERGY STAR office buildings in center city (28202) and one of 32 in Charlotte. The City will receive a plaque for display and may use the official ENERGY STAR logo to promote this prestigious designation.
This is the first year E&PM Building Services has applied for the designation, although CMGC has been running at this efficiency level for several years.

Stimulus Contracts for Adult and Dislocated Worker Training Funds

On April 13, 2009 Council amended the City's contract with the Charlotte-Mecklenburg Workforce Development Board (WDB) by up to $4.3 million to administer employment training and job placement programs prescribed by the American Recovery & Reinvestment Act of 2009 to youth and dislocated adult workers. On April 23, 2009 the WDB approved $1.5 million for youth summer employment and $420,000 in administrative costs. On May 13, 2009 the WDB approved distributions totaling $2.2 million of the stimulus funds to serve eligible adults and dislocated workers in Mecklenburg County.
The majority of the funds serving eligible adults and dislocated workers will be distributed to the existing network of five JobLink Career Centers throughout Mecklenburg County. These funds will be used to provide training vouchers to eligible adults and dislocated workers and to provide additional staff capacity to handle the increased number of customers at the JobLink Centers. A breakdown of expenditure by contractor and location is provided below:

The following are the federal eligibility requirements for training under the Workforce Investment Act and apply to the stimulus funds:
- Adults: Low income, 18 years of age or older; US citizen or eligible to work in the U.S.
- Dislocated workers: Eligible adults who meet one of the following criteria: Unemployed due to a plant closure within the last 2 years (includes pending closures); or, unemployed due to a lay off within the past 2 years or received a notice of layoff, and is unlikely to return to his/her previous occupation, or self employed but business has failed, or displaced homemaker.
