There is a typographical error on page 17 of the agenda document. The Eastland Mall Transit Center was constructed at a cost of $ 1.67 million (not $167 million).

Agenda Item #32 - E has been settled and will not be brought before Council for condemnation action 12/8. It was settled for slightly above the appraised amount due to additional damages to the property. As the settlement amount is below the threshold of $10,000 it will not be necessary to come before the Council for approval.

December 17 Eastland Mall Update Meeting

Staff will hold a community meeting on Wednesday, December 17 at 6:00pm at the Charlotte Museum of History, 3500 Shamrock Drive to provide an update on Eastland Mall redevelopment. Staff will update the community on the status of the City's options and the actions taken to find a redevelopment partner.  Staff will also discuss the latest timeline for the project. 


Code Enforcement Extended Hours

At the September 2 Council Workshop, questions were raised about Code Enforcement inspectors' hours. Beginning April 1, 2009, the Code Enforcement Division of Neighborhood Development will make a work schedule adjustment to expand regular hours of operation from 8:00 a.m. to 8:00 p.m. Monday through Friday. This schedule change will enable code enforcement inspectors to better address neighborhood enforcement issues occurring after 5:00 p.m. weekdays. In addition to the extended Code Enforcement hours, staff will continue special operations for selected activities occurring after 8:00 p.m. and on weekends. These activities include enforcement efforts directed toward mobile food vendor operations, bar/nightclub issues, ABC permitting and sign issues.

The enforcement categories impacted by the work schedule change include commercial vehicle parking violations, parking on the lawn, signage issues, occupancy and other zoning enforcement related activities. The extended hours activities (after 5:00 p.m.) will be concentrated in the areas of greatest need. The extended hours of operations will occur April through September, which corresponds with daylight savings time. Daylight savings time is the most suitable time from an observation and safety standpoint to engage in these inspections and is consistent with statutory limitations on private property inspections after 8:00 p.m.

The extended hours shift adjustment is being handled with current resources and expected to have minimal impact on overall inspection and compliance efforts. Neighborhood Development will monitor the change and assess whether other operational changes are needed.


Monthly Project Update for the NASCAR Hall of Fame

Attached is the December edition of the Project Update newsletter for the NASCAR Hall of Fame. At Council's request, this document will be provided to City Council each month through completion of the project. It includes a table of expenditures to date, key milestones completed, and a look ahead at upcoming milestones.


Jointly Produced Television Program on Dropouts

Corporate Communications developed a half-hour education and engagement television program as part of the "Let's Talk: Charlotte Gets Candid" series with CMPD, Charlotte-Mecklenburg Schools and Communities in Schools (CIS). The aim of the program is to address the dropout problem on a national and local level, economic and social impact on the community, and how crime is interrelated with dropout activity.

The show was moderated by host Bea Thompson with guests Dr. Peter Gorman, Chief Rodney Monroe and Dr. Bill Anderson, Executive Director of CIS. The show is currently running on The Government Channel and will also run on CMS2. Clips from the show will be used for presentations to parents, businesses and the community at large to engage them in the issue of keeping kids in school and to demonstrate the collaboration between CMS, CMPD and CIS.
