At the December 1, 2008 Council Workshop, a full presentation will be made regarding the fiscal year 2008 Comprehensive Annual Financial Report (CAFR), a copy of which is included in your agenda packet. The presentation on the financial statement will be made by Finance staff and the external auditor. The report will also be available online at www.charmeck.org after December 1, 2008

The Mayor and City Council are invited to a historical marker dedication and reception on Tuesday, December 2nd. The North Carolina Department of Cultural Resources approved a historical marker to commemorate the site of the first North Carolina League of Municipalities (NCLM) meeting. The first meeting was held in 1908 at the Charlotte Academy of Music and the Selwyn Hotel.

The historical marker dedication will begin at 4:30pm at 210 South Tryon Street (between 3rd and 4th streets), the site of the installed marker and the location of the former Charlotte Academy of Music. A reception will immediately follow the dedication at the Marriott City Center on West Trade Street (between Tryon and Church streets), where the Selwyn Hotel once stood.

The event will also be attended by NCLM past presidents, NCLM staff, Duke Energy representatives, and members of the Charlotte Historic District Commission. Duke Energy is the sponsor of the historical marker event.

Solid Waste Services Rollout Carts Education Utility Bill Insert

Information about management of the City's over 200,000 rollout carts used in curbside garbage collection was previously shared in the September 12, 2008 Council-Manager Memo. The memo identified a recent increase in the number of service requests to the City for displaced or stolen carts. As part of a targeted campaign to address this problem, residents will receive a rollout cart informational insert in their December Water and Sewer Billing Statement. The insert contains information that will inform citizens about how to make better use of the City's rollout cart service. A sample of the insert is attached.


Statesville Road Landfill Redevelopment Project

During the October 6, 2008 Council Workshop, staff presented a proposal to sell the old Statesville Road Landfill property to Environmental Liability Transfer Incorporated (ELT). The proposed sale will meet the following priorities, as approved and ranked by Council:

1. Relieves the city of environmental liability for the former landfill.
2. Returns the site to a productive use through job creation opportunities.
3. Generates revenue from sale.

Since that time, staff has been working with representatives of ELT to finalize design guidelines and deed restrictions. These conditions will be imposed before the sale to ensure a quality development will be built on the property.

ELT remains very interested in purchasing the property; however, crafting the design guidelines will delay this item on the business agenda until January.
