City of Charlotte Booth at NCLM "Green Street"

As part of the larger effort to make the upcoming North Carolina League of Municipalities Conference a "green" event, the conference exhibit hall will host a "Green Street". The "Green Street" will feature displays from companies that provide energy saving and environmentally innovative goods and services, and from municipalities with notable environmental strategies.

The City of Charlotte will have a booth on "Green Street" with information about the Focus Area Plan and our various environmental initiatives. The booth will be staffed by members of the Environment Cabinet who are familiar with our work and are able to answer questions about our efforts. A bookmark highlighting some of the City's recent efforts will be distributed. A copy of that bookmark is attached to this memo.

The hours of the booth are Sunday, October 12 from 1:00pm-6:00pm and Monday, October 13 from 7:00am-12:30pm in the exhibit hall. We encourage you to stop by and greet visitors.


Business Corridor Stakeholder Group—October 14

The City of Charlotte's Economic Development Office is hosting its first Business Corridor Stakeholder Meeting at 7:30 a.m. on Tuesday October 14, 2008 in room 280 of the Charlotte Mecklenburg Government Center.  We welcome Councilmembers who are able to attend. 

The stakeholder group was created as a response to the Business Corridor Symposium.  At the event, more than 30 people said they would be willing to serve in an advisory capacity to assist the City with its Business Corridor Revitalization strategy.  As of today, we have 15 people attending the October 14 meeting.

The meeting will consist of an overview of our FY09 workplan, reviewing feedback from the Symposium as well as polling the group on how the economy has affected their business. 


Heavy Traffic Expected During Uptown Bobcats Event-October 16

The Bobcats preseason event, Cool School Field Trip, will take place at the Time Warner Cable Arena on Thursday, October 16. Attendance is expected to be 15,000+ eighth grade students transported in over 300 school buses. Heavy uptown traffic is expected starting at 9:00 a.m. until 2:00 p.m. On-street parking will be very limited on the Arena side of College Street to McDowell Street. Commuters should plan accordingly.

School children will be crossing streets and walking to the Arena from remote on-street and lot parking. Motorists are cautioned to be alert at all times. Charlotte-Mecklenburg police officers will be on duty at every main pedestrian intersection in this area.


Utility Right of Way Ordinance

On October 22, 2007 Charlotte City Council adopted a new Utility Right of Way Management Ordinance. This ordinance authorized the CDOT KBE to establish a program overseeing utility work within the City of Charlotte public rights of way. Major benefits for the public include; longer pavement life, reduced damage to infrastructure, fewer traffic delays, and safer rights of way. As a part of that process, staff committed to reporting to City Council on the progress of the program.

CDOT staff officially implemented the program on January 22, 2008. Since that time, we have reviewed and issued 344 permits to work in the right of way. Ninety-five percent of those permits have been issued within 20 days of being requested. The average review time is 7.6 days, which is well within the program goals.

The program is self-funding through regulatory user fees. In August, staff billed over $450,000 in utility right of way management fees to the utility industry. The utility companies have been cooperating with staff to process their payments.

CDOT meets with all utility stakeholders on a quarterly basis to review current services and improve on the existing processes. These meetings offer city staff and the utility industry an opportunity to collaborate and refine the program so that it works effectively for both the utilities and others using city public rights of way.
