Mobile Food Vendor Update

A citywide canvass was conducted the week of September 15 to identify mobile food vendors violating the zoning ordinance. The canvass included the City's primary corridors - Albemarle Road, Central Avenue, South Boulevard, Independence Boulevard, North Tryon Street, Wilkinson Boulevard, West Boulevard, and W.T. Harris Boulevard.
Thirty-seven mobile food vendors were found violating the 9:00 pm deadline. Of the 37, only 13 vendors had acquired the proper zoning use permits allowing them to operate until 9:00 pm. The vendors received warning notices addressing permit issues and were asked to cease operations and leave the area.
As of Monday, September 22, all mobile food vendors in violation of the zoning regulations will be subject to citations beginning at $50.00 and escalating to $500.00. Neighborhood Development Code Enforcement plans to continue weekend and after-hours monitoring of the issue over the next several weeks.
Fall Cankerworm Update

At the September 15 Environment Committee meeting, Council member Dulin asked for a status report of the impact of last spring's aerial spray for cankerworms. The aerial spray was a success, so the City will not be conducting an aerial spray in the spring of 2009.
Surveys of the tree canopy throughout the summer showed that public and private trees were thick with dark green leaves. This is in marked contrast to this time last year, when many trees were very weak from cankerworm defoliation and severe drought.
In our continuing efforts to deter the cankerworm population, there will be a banding program for street trees in November to the same extent as last year. Staff will continue to evaluate the effects of the cankerworm on Charlotte's tree canopy by monitoring traps this winter. Like last year, Neighborhood Development will be offering assistance to community organizations, through the Neighborhood Grants Program, to undertake their own tree banding efforts. As we move closer to the best time for banding later this fall, staff will provide Council another update
