Zoning Agenda Item #18A - Public/Private Road Connection Agreement

In conjunction with Rezoning Petition #2008-059 by Crescent Resources, LLC, City staff and Crescent Resources have worked out an agreement regarding an important road connection between US Highway 29 and the future IKEA Boulevard. This road connection is named Brookside Lane. Attached is a Request for Council Action and an agreement with supporting detail describing the public/private participation solution which accomplishes this much needed road connection. City staff recommends approval of this agreement in conjunction with the above described rezoning petition.

Public Art Work Plan

Attached is the Public Art Commission's FY2008 Update and FY2009 Proposed Work Plan. The presentation was distributed at the May 12 Dinner Briefing agenda but the presentation did not occur due to time constraints. Rather than schedule an additional presentation, staff has provided a summary of the presentation and the public art process below. FY08 Public Art Update.

  • The following projects were completed in FY2008: Airport Ticketing Lobby, Airport International Concourse D, South Corridor at Sharon Road West, and the Environmental Services Building.
  • The following projects are currently in progress: Central Avenue/Briar Creek Bridge, Arboretum Fire Station, Airport Parking Deck, Beatties Ford Road Metro Police Station, South Corridor Infrastructure Project II, and site selections in the Business Corridors.

FY09 Proposed Public Art Work Plan

  • Business Corridors – Rozzelles Ferry = $66,400
  • Northeast Corridor = $10,500
  • Public Facilities – Eastland Area = $40,380
  • Public Facilities – Beatties Ford Road Metro Police Station = $4,920
  • Total = $122,200

Council will consider approval of the proposed FY2009 Public Art Work Plan and the annual administrative agreement with the Arts & Science Council and the Public Art Commission on June 9 as part of the City's budget adoption. Please let us know if you have any questions or concerns prior to the proposed Council action.

In accordance with Council approved policy, the Public Art Commission will present a mid-year update of projects and financials in November 2008. At that time, the Commission will provide additional information regarding the proposed process and types of projects contemplated for the FY2009 funding allocation. Additionally, the Public Art Commission will continue seeking Council member participation on public art selection panels.


Storm Water Services Wins Award for Water Quality Education

Storm Water Services recently won a "Silver ADDY Award" by the American Advertising Federation (Charlotte Chapter) in the Public Service category for the "Don't Dump Here" television media campaign. The television ads are part of a multi-pronged water quality education campaign designed to educate citizens of our area about storm water pollution prevention and also meet National Pollutant Discharge Elimination System (NPDES) Permit requirements. This recognition marks the third award given to Storm Water Services for their educational efforts. The ads can be viewed by logging on to http://stormwater.charmeck.org and clicking on Media.


Assessment of Residential Rental Housing Supply and Demand in Mecklenburg County

In April 2007, Robert Charles Lesser & Co., LLC (RCLCO) was retained by Neighborhood Development to update an assessment of the net affordable rental housing needs in Mecklenburg County. The purpose of the assessment was to assist the City of Charlotte in preparing a five-year Housing and Community Development Plan for the U.S. Department of Housing and Urban Development and assist the Housing Trust Fund Advisory Board in making trust fund allocation recommendations to City Council. The original assessment was completed by RCLCO in 2005.

A summary of the findings for housing supply and demand include:

  • There was a net unmet demand for 15,565 affordable rental housing units in Mecklenburg County in 2006, up significantly from 12,222 units in 2000.
  • By 2012, the number of unmet affordable rental housing units is expected to increase to 16,924. Approximately 18,932 renter-households earn less than $14,999 annual income (16% of all renter households). The number of renter-households earning less that $14,999 is expected to increase by about 2,426 renters by 2012.
  • 55,560 renter-households in Mecklenburg County pay more than 30% of their annual household income towards rent and housing costs.
  • In excess of 29,000 renter-households pay more than 50% of their annual household income towards rent and housing costs.
