We have scheduled a group photo prior to the January 7th Workshop. Please arrive at 4:30 p.m. in the Chamber.  The photo will be used on charmeck.org and in various City of Charlotte brochures.Suggested attire for men is navy, black or brown suits with white or solid color shirts. Try to avoid busy prints for shirts or ties.  For women the above solid colors are suggested for pants, skirts or suits with blouses either solid or small print.

Communication Tower at 8115 Fallsdale Drive

This is to update Council on the status of the communication tower permit application, as described in the December 28 Council-Manager Memo.
 
Pegasus Tower has submitted plans for a communication tower at 8115 Fallsdale Drive to City Engineering and Mecklenburg County Code Enforcement. Concerned neighbors in the surrounding area have contacted news media and plan to speak at the January 7, 2008 citizens' forum following the Council Workshop.
 
All departments have approved the tower; however, a building permit may not be issued because the application is not complete.  Pegasus Tower is aware of the incomplete application and is working to provide the appropriate information.  Staff anticipates that County Building Standards will issue a building permit within a week.
 
 
The United States Department of Housing and Urban Development (HUD) will host a press conference on January 11, 2008, to announce Charlotte's Ten-Year Implementation Plan to End and Prevent Homelessness.  The press conference will begin at 10:30 at The Urban Ministry Center, 945 North College Street.  A luncheon sponsored by Homeless Helping Homeless will follow the press conference.  City Council is invited to attend.  
 
City Council approved the plan on November 12, 2007.  The plan sets forth the city's strategy for addressing homelessness over the next 10 years, which focuses on housing development, outreach and engagement, and prevention.
 
City staff is working with HUD and A Way Home, a community-based organization that provides a proactive community response to homelessness in Mecklenburg County, to plan the event. 
 
 
The following is a draft agenda outline, prepared by the 21st Century Transportation Committee staff, for their meeting to be held in Charlotte on January 16th.
 
The Mayor and Council are encouraged to attend any or all of the following sessions to be held at the Convention Center:
 
        9:00 a.m. - 10:15 a.m. Sub-Committees Meetings: Finance, Intermodal, Intergovernmental, and Prioritization
     10:30 a.m. - 1:00 pm. Entire 21st Century Transportation Committee Meeting
  Welcome; regional demographics; Regional Roads Committee report; urban congestion/City of Charlotte; NC Railroad; NCDOT transit and rail perspective; AAA; NCDOT staff presentations; sub-committee reports; a brief Charlotte transit introduction; lunch. 
       1:00 p.m. - 3:00 p.m. Tour of Transportation Facilities:  Busses leave Convention Center to tour West Trade Street intermodal facility and the South Corridor transit/roadway project. Tour continues on light rail train at the I-485/ South Boulevard transit station.  The tour will conclude at the Trade Street transit station.
 
City staff is responding to the Committee's request for information and will be providing information previously shared with Council and highlighting Council's adopted transportation recommendations.

City Council approved 14 neighborhood improvement planning contracts with seven engineering firms at their May 14, 2007 meeting.  These neighborhoods include: Autumnwood, Colonial Village Sedgefield, Delta Lake, Enderly Park, East Forest, Eastway/Sheffield, Farm Pond, Lincoln Heights/Wilson Heights, Linda Lake, Nevin, Revolution Park, Tryon Hills, Sugaw Creek/Ritch Avenue, and York/Cama.
 
City staff and engineering firms are holding a final series of public meetings in these neighborhoods.  The purpose of these meetings is to present and select final neighborhood infrastructure project alternatives, based on citizen input, received during the first series of public meetings.  The January meeting schedule is:
