As a reminder, during the Awards and Recognitions portion of the City Council's Business Meeting on Monday, February 25, we will honor eight City employees from three different Key Business Units who have returned from active military duty by presenting them with their Blue Stars we removed from our service flag when they returned.  This is the sixth ceremony we have held since the war in Iraq began. We are delighted to be able to recognize the service of these employees, and we look forward to honoring the 18 employees still deployed upon their safe return.  Family members of the Blue Star recipients are invited to attend the ceremony.
 
The Mayor and Council will have the opportunity to introduce individual Blue Star recipients.  We will go over the logistics at the dinner meeting.
Attached is background information on the eight Blue Star Award recipients.
 

Neighborhood Symposium

The 13th Annual Neighborhood Symposium will be Saturday, March 8, 2008 at the Charlotte Convention Center.  A registration invitation is attached.  This year's theme is "Developing Leaders for Stronger Neighborhoods." 
 
In keeping with the theme, workshops will focus on topics that will help participants learn how to improve their neighborhoods through group or individual contributions.  Topics include neighborhood involvement, diversity, crime prevention, code enforcement, home ownership, environmental awareness, neighborhood revitalization, re-zoning, and technology.  The event will also feature a youth component (ages 12-18), service provider exhibits and presentation of neighborhood awards.  Dr. Ed Schwartz, director of the Institute for the Study of Civic Values in Philadelphia, PA, will deliver the keynote address focusing on civic engagement and community building.

Kenilworth/Scott and Park Road Corridor Study

In 2006, the City of Charlotte adopted the Dilworth Land Use and Streetscape Plan.  During the development of the Plan, Dilworth stakeholders expressed several concerns regarding Kenilworth and Scott Avenues.  Residents expressed concerns about the lack of protected on-street parking, sight distance challenges at cross-streets, high speeds that were not compatible with adjacent land uses, difficulty in crossing these streets and the need to make these streets more bicycle and pedestrian-friendly.  In addition, residents asked the City to study possible pedestrian-refuge locations along Park Road between Ideal Way and Kenilworth Avenue.
 
The Plan called for the City to follow up and study these corridors within 1-3 years of the adoption of the Plan.  On October 24, 2007 and November 14, 2007 the Charlotte Department of Transportation and the Charlotte-Mecklenburg Planning Department co-sponsored interactive public workshops to discuss possible strategies and develop recommendations.  As a follow up to those meetings, City staff will be presenting the Kenilworth and Scott Avenues and Park Road Corridor Study - Summary of Analysis and Recommendations at the March 5, 2008 Dilworth Community Development Association (DCDA) meeting. 
 
The study calls for short, medium and long-term modifications to these corridors in order to moderate travel speeds, address sight distance issues, improve side-street crossings, better protect on-street parking and make these streets more bicycle and pedestrian friendly.  The study can be accessed at the following link:
