Agenda Item #15:  South Corridor Light Rail Project (SCLRP) Contract Amendment for Construction Management Services

On Monday February 25, City Council will be asked to approve a contract amendment in the amount of $800,000 that will extend STV's contract for construction management services - as may be required - through May 2008.
 
Central to the services provided by STV under this amendment will be the review and approval of an estimated 90% of the documents required to close-out various SCLRP contracts and to provide the City with support against potential contractor claims. In the event of claims, STV will assist the City in analyzing these contractor claims and in determining what liabilities may exist.
 
CATS and STV will continue to work with contractors to expedite the contract close out process. Should these activities progress faster than anticipated; the remaining funds will be returned to the City.
 
Funding will be allocated from the Unallocated Contingency of the Full Funding Grant
Agreement (FFGA).

CATS CIAA Preparation

With the CIAA Tournament fast approaching, CATS has made adjustments to handle the anticipated influx of fans and assist with first time riders of the LYNX system.  These activities include:
  • A brochure developed to inform CIAA fans of how to use CATS routes and the LYNX line from designated hotels.  This is being distributed through the area's 400-member concierge association. 
  • Working with the Hospitality and Tourism Alliance (HTA), some hotels will provide shuttles for fans to LYNX stations along with setting up hotel concierges with the ability to pre-sell round-trip, day and weekly transit passes.
  • Provide bus and rail pass sales services for the entire week inside the Bobcats Arena located at the ticket booth area.
  • Providing pass sales agents at the I-485 LYNX station and the Charlotte Transportation Center.
  • Provide Transit Ambassadors at key LYNX stations to assist customers with boarding, questions, etc.
  • Operating the Gold Rush Red and Orange lines in center city until midnight and a CIAA shuttle serving the Convention Center, Bobcats Arena and the Afro-American Cultural Center during the day.
  • Extended hours and extra vehicles on the LYNX line are planned prior to and after each game to handle crowds.
Staff will monitor these initiatives during the week and make adjustments as necessary.
 
 
Charita Curtis Named Solid Waste Services Public Affairs Manager

Solid Waste Services recently promoted Charita Curtis to public affairs manager. As public affairs manager, she is charged with overall strategic planning for internal and external department communication and serves as the departmental spokesperson. Curtis and her staff also administer the department's community outreach arm, the Solid Waste Services Speakers Bureau. 
 
Curtis joined the City of Charlotte in 2003 as a communications specialist for Corporate Communications.  She moved to the position of public information officer for Solid Waste Services in 2007. During her tenure with the City, Curtis has developed and managed the implementation of internal and external communication initiatives. She also served as content manager for the City's intranet and internet sites.
 
Curtis received a bachelor's degree in communication studies with a concentration in public relations from the University of North Carolina at Charlotte. 
 
Curtis is a member of the Charlotte Chapter of Public Relations Society of America, where she serves on the Young Professionals committee. She is also a member of the North Carolina City and County Communicators.
