There will be a news conference in the Charlotte-Mecklenburg Government Center, Meeting Chamber Monday, February 18 at 4:30 pm. Mayor Pro Tem Susan Burgess, Mecklenburg Board of County Commissioner Chair Jennifer Roberts, Charlotte-Mecklenburg Utilities Water Conservation Manager Maeneen Klein, and City Council Member and Chair of the Environment Committee Edwin Peacock will give a drought update and unveil CMU's new educational water conservation campaign and website.
CDOT, through its Traffic Management Center, will begin sending email alerts to the media for incidents occurring on roadways covered by our traffic cameras. This will provide another source for media to use to report accurate and timely traffic incident information. Media should begin receiving these alerts by March 3. Roadways with traffic camera coverage include:
- Independence Boulevard - Uptown to Farmingdale Road
- Albemarle Road - Independence to Wilgrove-Mint Hill Road
- Brookshire Boulevard - I-85 to Nance Cove
- South Boulevard - East Boulevard to I-485
- 7th Street/Monroe Road - Uptown to Sharon Amity
- Central Avenue - 10th to Sharon Amity
We will continue adding cameras along other roadways as part of our Traffic Flow Enhancement Capital Improvement Projects.
The City is conducting a new procurement process for Division Wrecker Services contracts (formerly known as "Zone Wrecker" contracts). These are the contracts the City enters into with towing companies to tow cars when police officers or other City staff encounters disabled or illegally parked vehicles and the vehicle owner does not request a particular service provider. Business Support Services/Procurement Services Division (BSS/PSD) is managing the procurement process on behalf of the Charlotte-Mecklenburg Police Department (CMPD), Charlotte Department of Transportation (CDOT), and City of Charlotte Code Enforcement Division (CED). Our goal is to have new replacement contracts for Division Wrecker Services in place in June of 2008.
The City has established a project team consisting of staff from CMPD, CDOT, CED, BSS/Procurement, and the Police Attorney's Office. This team issued the Request for Proposals for Division Wrecker Services in January 2008 and has established a detailed process to ensure that all vendors receive an equal opportunity to participate and a fair and thorough evaluation. We received 10 proposals on February 13, 2008, and expect to conduct the evaluation through March 2008. We plan to present recommendations for award in April 2008.
As you may recall from prior briefings, Division wrecker contracts are highly valuable franchises of guaranteed towing business. Based on past experience, we expect the process to be extremely competitive. It is likely that individual Council members will be contacted by the participants. It is also likely that unsuccessful bidders will challenge the process.

City Council approved 14 neighborhood improvement planning contracts with seven engineering firms on May 14, 2007. These neighborhoods include: Autumnwood, Colonial Village Sedgefield, Delta Lake, Enderly Park, East Forest, Eastway/Sheffield, Farm Pond, Lincoln Heights/Wilson Heights, Linda Lake, Nevin, Revolution Park, Tryon Hills, Sugaw Creek/Ritch Avenue, and York/Cama.
City staff and engineering firms are holding a final series of public meetings in these neighborhoods. The purpose of these meetings is to present and select final neighborhood infrastructure project alternatives, based on citizen input, received during the first series of public meetings.
