The I-277/Caldwell Interchange Project (NASCAR Hall of Fame Road Improvements) involves reconstructing several ramps and modifying South Boulevard, Stonewall, Caldwell and Brevard Streets in uptown Charlotte, as well as modifications to road alignment, intersection signalization, and other miscellaneous improvements.

During the design of the project, Charlotte Mecklenburg Utilities (CMU) identified the opportunity to install a large water main already planned under I-277, which would minimize construction disruption in the area. Private utilities also need conduits under the freeway and they agreed to pay the cost of adding several four and six inch conduits that are in the same casing as the water line.

Inspection of completed work in the conduit has revealed a problem. When filling the casing with grout, some of the small conduits inside the casing were partially filled with grout, making them unusable. City staff is evaluating the extent of the damage and any remedial actions that must be performed by the contractor. It is the contractor's responsibility to provide the conduits (or an acceptable alternative). The City has not yet paid for the defective work.

Several local news affiliates including WCNC and WSOC interviewed City staff this week on this matter.
