Transfer of Marshall Park and Spirit Square

As a part of the Brooklyn Village/Baseball Land Swap, the City has transferred its ownership in Marshall Park and Spirit Square to Mecklenburg County as of Monday, December 17, 2007.  Also Mecklenburg County amended the Cultural Facilities Interlocal Agreement to give the City's its 30% ownership in the new Wachovia Campus Cultural Facilities.  These transfers are in accordance with Council's previous actions.
 
Marshall Park will be maintained by County Park and Recreation prior to its redevelopment as Brooklyn Village. 
 

FY2008 Q1 Small Business Enterprise Utilization Report

The City's FY08 SBE Utilization goal for informal purchases is 10%; the City exceeded that goal with nearly 12.8% informal spending with SBEs during the first quarter, down slightly from 13.36% in the same period a year ago. The total amount spent with SBE firms for informal purchases this quarter was $2.20 million compared to $2.3 million from the same period last year.
 
Other highlights for FY08 Q1 include:
  • $11.32 million spent with minority and/or women-owned firms, a 13% increase from the same period a year ago
  • Four of the five minority ownership groups surpassed the goals established for subcontractor utilization
  • Over $750,000 spent with SBEs on Formal contracts (over $100K)

The 100th Annual North Carolina League of Municipalities conference will be held in Charlotte in October 2008.  The Mayor and City Council are invited to attend a conference planning session on Monday, January 7 at noon in CMGC Room 266.  NCLM staff and representatives from the Charlotte Host Committee will be in attendance to discuss preliminary plans and get input from the Mayor and City Council members.  Lunch will be provided.

The City of Charlotte plans to submit a $2 million grant application to the Department of Housing and Urban Development for Brownfields Economic Development Initiative funds.  The grant application deadline is December 28, 2007.  The particular grant is awarded as part of a competitive process and is strictly limited to projects applying for Section 108 funding.  The City is working in partnership with the Charlotte-Mecklenburg Housing Partnership to redevelop the Double Oaks apartment site.  City Council approved the project concept and the $10 million Section 108 loan application earlier this fall.  This an opportunity for the Double Oaks project to acquire additional funding to help ensure that possible contamination from the adjacent landfill and gas station sites does not negatively affect the Double Oaks project.  The grant does not require any matching funds but must be submitted in conjunction with a new Section 108 Loan application.

The United States Department of Housing and Urban Development (HUD) will host a press conference on January 11, 2008, to announce Charlotte's Ten-Year Implementation Plan to End and Prevent Homelessness.  The City Council approved the plan on November 12, 2007.  The plan sets forth the city's strategy for addressing homelessness over the next 10 years, which focuses on housing development, outreach and engagement, and prevention.
 
City staff is working with HUD and A Way Home, a community-based organization that provides a proactive community response to homelessness in Mecklenburg County, to plan the event.  Additional information, including specific time and location, will be sent to Council at a later date.

We are planning a Business Corridor Symposium to be held Friday March 7, 2007.    The purpose of this event is to raise awareness of the City's Business Corridor Revitalization Strategic Plan, encourage private investment and to showcase projects completed or underway in the corridors.  The Symposium was an action step recommended by the Business Corridor Steering Committee in developing the plan.  We have involved the Steering Committee leadership as well as our partners in the business corridors to help develop this event. 
 
The keynote speaker will be William Hudnut, former Mayor of Indianapolis and a Senior Fellow for the Urban Land Institute.  Mr. Hudnut has written a book examining the first tier suburbs which surround center cities.  He will share his insights and best practices from around the country on how best to redevelop and revitalize these areas.  A local reaction panel to his speech will also be part of the program.  In addition, the morning will include a discussion regarding the unique funding models associated with investing in the corridors.
