Post Construction Controls Ordinance Stakeholders Meeting Update

Due to questions about the proposed Post Construction Controls Ordinance (PCCO) Council asked the Stakeholders Group to reconvene.  The last of three stakeholders' meetings was conducted on Thursday, October 17, 2007. The meeting consisted primarily of deliberation regarding changes to the draft Post Construction Controls Ordinance.  The meeting resulted in the reconvened stakeholders group reaching consensus on revised ordinance language.  Though this was not one of the charges by City Council, all stakeholders believed it to be of utmost importance to reach this milestone. 
 
All stakeholders agreed that reaching consensus meant that they would attend the Public Hearing for the draft Post Construction Controls Ordinance and would represent their approval and support of its' adoption as written.
 
Staff will provide a briefing to Council on Monday, October 22, if time permits, and will provide a proposed schedule for adoption at that time.  Staff is making revisions to the ordinance to reflect the proposed changes and is preparing a report of the stakeholders' process that will be ready within the 60-day time frame as requested.
 
 
Attached is a Request for Council Action for rezoning petition 2007-116 (The Plaza between Aintree Road and Glenfiddich Drive), where a valid protest petition was filed. One member of Council was absent from the October 17, 2007 Zoning hearing. The petitioner opted to move their decision to the next business meeting on October 22, 2007.
