Metropolitan Transit Commission Meeting - Cornelius Town Hall

The Metropolitan Transit Commission (MTC) has called a special public meeting of the elected officials from all units of local government in Mecklenburg County to discuss the possible repeal of the half cent transit sales tax for Wednesday June 27, 2007 at 6:30 pm in the Cornelius Town Hall. Elected officials from the Towns of Davidson, Cornelius, Huntersville, Matthews, Mint Hill and Pineville and from the City Charlotte and the Mecklenburg County Board of County Commissioners and their Managers are urged to attend this important meeting.
 
The special meeting on the transit sales tax will start at 6:30 pm following the regular monthly MTC meeting which will also be held at the Cornelius Town Hall starting at 4:30 pm. A dinner will be available for attendees starting at 6:00 pm. The special meeting is expected to end by 8:00 pm. The preliminary agenda for the special meeting is as follows:
 
       1. Call to Order and Introductory Comments  Mayor Pat McCrory, MTC Chair              
        2. Presentation on the Impact of the Possible Repeal of the Transit Sales Tax   Staff from CATS and the City of Charlotte
       3. Discussion of the Implications of Repeal  Meeting Invitees
       4. Need for Follow-up Steps or Meetings  Meeting Invitees
 
Because of the northern Mecklenburg venue for this meeting, CATS will operate a bus shuttle service from the Charlotte Mecklenburg Government Center to the Cornelius Town Hall.  CATS buses will leave from the Davidson St. side of the Government Center across from the parking deck at approximately 5:15 pm to transport meeting attendees from the City of Charlotte, Mecklenburg County and the Towns in southern Mecklenburg County to Cornelius by 6:00 pm.  The buses will make use of the HOV lane on I-77 to travel to the meeting. CATS buses will then leave following the conclusion of the meeting to return attendees to the Government Center and the parking deck. Attendees from Charlotte, the county and the southern Towns are urged to use this bus service to avoid I-77 traffic and save your gasoline.

On Wednesday, part of the Senate leadership introduced a bill in the Finance Committee aimed at eliminating the County's responsibility for the cost of Medicaid.  The proposal contained many of the provisions previously attributed to Senator Rand, which places a heavy financial burden on the cities as part of the exchange of Medicaid for additional local revenue authorization. 
 
Attached is a brief impact of the proposed Senate Medicaid Bill (S1484) prepared by our Finance Department.  The bottom line to the City of Charlotte is estimated to immediately cost the City of Charlotte $2.6 million and $6.2 million in FY09.  Impact in future years is much worse. 
 
The City Manager will brief the Council on the latest status of the Senate Bill and possible impact during the Manager's Report Monday evening.

CATS 5-Year Bus Procurement Contract

On April 19th, CATS received five (5) proposals in response to its Request for Proposal (RFP) for a new 5-year bus contract, the current contract having recently expired. This is a 'competitive proposal' procurement process approved for use for this purpose by City Council on December 11, 2006. Rather than award on the basis of low bid, this process uses multiple evaluation criteria designed to determine best overall value.
 
This contract will cover various types of buses, including low floor, suburban, and hybrid. Over the course of the contract - and contingent on funding availability - it is estimated that as many as 220 buses will be ordered against this contract; the exact mix of buses to be ordered is yet to be determined. The value of this contract, over the 5-year period, is estimated to be in excess of $80 million.
 
After completing the initial evaluation of the proposals, CATS determined that it was in its best interests to conduct a 'Best And Final Offer' (BAFO) round inviting all 5 companies to participate and submit BAFOs by June 21. After a review of the BAFOs, a determination of 'best overall value' will be made. It is anticipated that an RCA will be presented to City Council for its consideration at the July 23 meeting.
