Agenda Item #6:  Bryant Park Plan: Economic Development and Planning Committee

At their June 6 meeting, City Council's Economic Development and Planning Committee voted to set public comment on the Bryant Park Draft Plan for the Council Meeting on June 11. The Council packet for June 11 includes the agenda item, but did not reflect the committee meeting action.
 
The committee received a staff briefing on the plan. Several city staff and one area property owner were in attendance. Committee members asked a number of questions as to timing of projects and development adjoining the study area in the course of the briefing.
 
There are several pending rezoning cases in the Bryant Park study area, representing major catalysts for area revitalization. The Committee has had prior briefings during the planning process. Staff has been moving the plan forward at a rapid pace because of the committee's interest in the plan as it relates to the rezonings.
 

Agenda Item #11:  Consider a Resolution to Approve Redistricting Plan A, B or C

The Redistricting Committee met at 9:00 am on June 7, 2007 to consider Redistricting Plan C.  In considering Redistricting Plans A and B on March 22, the Redistricting Committee's vote was split evenly between those plans.  The Committee asked that both plans be forwarded to Council for its consideration.  When those plans came before Council at its April 9 meeting, Council approved the request from Committee Chair Burgess that action on those plans be deferred.  Copies of the three plans are attachments to the June 11 agenda.
 
The Committee voted 3-0 in favor of recommending Redistricting Plan C for adoption by Council.  Council member Foxx was absent from the meeting.  Approval of a redistricting plan is Item 11 on the Council agenda for Monday, June 11.

This past week in Raleigh, two telecommunications bills progressed that will limit local governments' authority to compete with or regulate telecommunications companies.
 
The Charlotte Investment Authority Bill and the Charlotte Electronic Bids proposal cleared Local Government I and are close to being ratified.  The local "chop shop" bill generated questions about the need for the bill, since the sentencing commission has determined that the level of punishment for possessing stolen parts should not be increased significantly beyond the current authorized punishment for "possession of stolen property."  Our legal staff and bill drafting staff are debating the issue and will reach consensus on legislation of the bill this week.

Charlotte-Mecklenburg Utilities will mail about 415,000 copies of the annual Water Quality Report countywide next week, and once again, we have positive results to share.
 
The EPA requires each public water supply to provide customers with an annual report outlining what substances were found in their tap water. Of the 150,000 drinking water tests conducted, there were no water quality violations, and the 12 substances detected in 2006 were well below state and federal limits.
 
Postal customers will receive the report between June 11 and 13, and a Spanish translation will run in the June 20 issue of La Noticia. A copy of the 2006 Water Quality Report is available at www.cmutilities.com  in the Publications section. Also online is the list of more than 100 substances not detected in the water in 2006.
