Agenda Notes:
Utilities is requesting award of the contracts for Phase 1 of the Briar Creek Relief Sewer on the Council Agenda for June 11, 2007. The project is being awarded in two phases, to two contractors, Oscar Renda and Rockdale Pipeline.
Neither of the low bidders met the project SBE goal of 8%; however, both met the requirements of the SBE program by achieving the required Good Faith Effort points and mandatory outreach. Oscar Renda committed to a 3.98% goal ($1,150,450) and Rockdale Pipeline committed to a 4.80% goal ($658,000). Of the ten bids submitted for the project, only one bid met the 8% goal. That bid was $2.5 million higher than the Rockdale Pipeline bid.

Council member Kinsey and I attended a session at the Washington, DC National League of Cities meeting in March on Sustainable Development in Seattle. She and Council member Foxx asked that a copy of that presentation be obtained and shared with City Council, so that we could be aware of the type of sustainable development and environmental strategies being utilized in another major city in America. We have included both hard copy and electronic versions.
Attached is an article highlighting Charlotte's efforts with our wellness program over the past several years. This is from the June edition of the American City/County Magazine.
Chief Stephens will promote Major David L. Graham, Jr. to Deputy Chief on June 8 to fill the vacancy left by Deputy Chief K.D. Williams' retirement on May 31. Deputy Chief Graham will lead the Investigative Services Group. Deputy Chief Nina Wright, who now holds that position, will retire at the end of June.
Chief Stephens will promote Captain Eddie Levins to Major, Sergeant Lisa Goelz to Captain and Officer Bradford Koch to Sergeant effective June 8. These recommendations were presented to the Civil Service Board on June 5. A promotion ceremony for all four is scheduled for Friday, June 8, 3:00 pm at the Police & Fire Training Academy, 1770 Shopton Road. Council members are welcome to attend.
The following transfers will be effective on June 8: Major Eddie Levins to the East Service Area; Captain Steve Willis to the Intelligence and Organized Crime Investigations Division; Captain Brian Cunningham to the Freedom Division; Captain Lisa Goelz to the Watch Commander's Office; Sergeant Bradford Koch to the Hickory Grove Division and Sergeant Steve Murphy to Internal Affairs. Deputy Chief Ken Miller's new assignment is the Administrative Services Group. He will, however, continue to lead the Support Services Group until a new Deputy Chief is named.
As the regional drought has worsened during the past several weeks, Charlotte-Mecklenburg has experienced several days of record-breaking water demand. As a result, we have grown
increasingly concerned with potential water pressure challenges caused by excessive lawn watering, especially during peak morning hours. We have stepped up our year-round WaterSmart conservation message and continue to urge customers to curb non-essential water use, cut back on lawn watering and only irrigate between 10:00 pm and 6:00 am to help ensure enough morning water pressure for everyone countywide.
The Wiltshire Manor neighborhood in southwestern Mecklenburg has been most significantly affected by pressure problems on high water demand days. Utilities staff has identified long-term measures including accelerated construction of the entire Southwest Water Main to help solve these low pressure challenges. A letter was mailed June 5 to about 200 Wiltshire Manor residents, and a 6:00 pm community meeting has been set for June 14 in the multipurpose room at Christ The King Lutheran Church (13501 York Road) to discuss these solutions.
