Thursday, May 24, is the date legislation not dealing with funding must be approved by either the House or the Senate for further consideration this session. Attached is a summary of the status of our local requests as well as other state proposals that impact Charlotte, which were approved prior to the crossover deadline.
Many bills were debated that would eliminate certain local government authority, primarily in the areas of regulation and developer requests for service. There was also an increase of organized labor requests requiring local governments to reform functions which very closely resembles union negotiations.
All of the City's local requests are still alive and eligible for further consideration this session.
Johnston and Mecklenburg Mill RFP Update

Staff recommends extending the submission deadline of Requests for Proposals (RFP) from June 15, 2007 to August 3, 2007. The extension is being done at the request of several developers who indicated they need additional time to submit proposals after reviewing the original architectural plans and the environment assessment of the site. The RFP was issued on March 21, 2007.
Staff held a Pre-Submission Conference for the RFP on April 26, 2007. There were 23 persons in attendance representing developers, architects and engineers. The group received an overview of the requirements and the RFP process.
Based on the extension, the revised RFP schedule is attached.
