As a reminder, there is a full agenda for Council's dinner briefing on Monday evening.  The Mayor has asked that Council members be present in room 267 to start the session promptly at 5:00 pm since the Citizens' Forum begins in the Chambers at 6:30 pm.
 
 
The Economic Development Committee met on Wednesday, February 21 and reviewed the Economic Development Focus Area Plan. The Committee recommended changes to initiatives #3, #6, and #7. The revised document is attached and the changes are highlighted.  The City Council is scheduled to adopt the complete City Focus Area Plan on Monday, February 26.
 

Agenda Item #12:  Scaleybark Transit Oriented Development

The attached information was presented at the February 21 Economic Development and Planning Committee.  The Committee voted 4 to 1 to recommend Banc of America CDC to City Council on Monday, February 26 for the Scaleybark Station area transit oriented development. 
 

Agenda Item #13:  NASCAR Hall of Fame Contracts

Attached are the Exhibits to the Construction Manager at Risk contract with the joint venture of Turner Thompson Davis, part C of agenda item #13 for the NASCAR Hall of Fame, that was included in the February 21, 2007 package.  Also enclosed are substitutions for pages 24-26 of that contract.

Annual Retreat Follow-up

At the February 12 dinner meeting, staff was asked to poll the Mayor and Council members to determine if Friday morning, March 23, was a possible date to complete the "How Do We Get It All Done?" portion of the retreat at UNCC that was cancelled due to the weather. 
 
The Mayor and all eleven Council members have indicated that they will be able to attend on that date from 9:00 am to noon, although Council member Foxx has indicated that he might be late.  Therefore, March 23 from 9:00 am to noon has been confirmed for this discussion and has been added to the Council calendar.  
 
The remaining portions of the retreat that we did not get to are the Focus Area Plans, the 2007 Council Priorities and the tour of northeast Charlotte.  The Focus Area Plans are on your February 26 agenda for discussion and adoption.  The facilitator is preparing a report on the 2007 Priorities based on his individual interviews with each of you prior to the retreat and that report will be placed on the March 26 agenda for discussion and adoption.  We will work your calendars to schedule the tour in a 3-hour block in April.
 

FY07 Q2 Small Business Enterprise Utilization Report

The City's FY07 SBE Utilization goal for informal purchases is currently 7%; the City exceeded that goal by spending $2.56 million or 12.79% in informal spending with SBEs.
 
Other relevant data points include:
  • $15.03 million spent with minority and/or women-owned firms.
  • City surpassed the goals established for subcontractor utilization in all minority ownership groups.
  • Over $2.4 million spent with SBEs on formal contracts (over $100K).

During July 2006 through January 2007, Occupancy Tax collections are up by 10.7% over the same period in FY2006 ($1,264,000 growth revenue) and Prepared Food and Beverage Tax collections are up by 7.8% over the same period in FY2006 ($774,000 growth revenue).
 
These revenues are dedicated to a number of uses including: Debt Service on the Convention Center, Convention Center and Tourism Marketing, Convention Center operations, Debt Service on the NASCAR Hall of Fame, Debt Service on the Arena and future capital expansion.
