Agenda Item #9: NC 2007-2013 Transportation Improvement Program

At their February 9th meeting, the Mecklenburg-Union Metropolitan Planning Organization (MUMPO) Technical Coordinating Committee (TCC) unanimously recommended approval of the 2007-2013 Transportation Improvement Program (TIP) to the MUMPO Board. A briefing is already scheduled as part of Monday's Dinner Briefing. The MUMPO will vote on the draft TIP on February 15.
 
The TIP, as approved by the TCC, is consistent with the information given to you in your February 7th Council-Manager Memo (attached).
 
City Council is being asked to direct your MUMPO representative's vote to support the draft TIP as recommended by the Technical Coordinating Committee (TCC).  Council will also discuss this topic during the Dinner Briefing.
 

Agenda Item # 12: Scaleybark Transit Oriented Development

Since the Economic Development and Planning Committee made their recommendation on this project on January 31st, we have received a revised proposal from the development team led by Bank of America CDC.  We have also identified some issues relating to the loans, proposed by both development teams, and need time to work through these issues and develop solutions.  
 
Therefore, we are removing this agenda item from the City Council's Agenda.
 
We plan on providing updated information to the Economic Development and Planning Committee on February 21, 2007 for their consideration and recommendation.  The Committee's recommendation will be on the City Council Agenda on February 26, 2007.  We have notified both development teams of this change.
 

Agenda Item #13:  NASCAR Hall of Fame - Contracts

The item concerning the award of the construction manager at risk contract for the NASCAR Hall of Fame has been pulled from the February 12, 2007 Council agenda.  Staff had anticipated completing the negotiations and submitting the contract to Council for award.  These negotiations are not yet final.  Staff will defer this contract to the February 26, 2007 agenda.  The final contract will be submitted to Council no later than February 21, 2007.
 
Representatives of Turner Thompson Davis will present their Small Business Opportunity goals to Council during the February 12th Dinner Meeting.

At the Economic Development and Planning Committee meeting on January 31, 2007, a Committee Member inquired about the South End MSD Tax Rate.  The following information was obtained from the City's Budget Office. The MSD 4 Property Tax became effective on July 1, 2000 (FY01) at a rate of 9.0 cents per $100 value. Effective July 1, 2003 (FY04), the rate was reduced to 6.668 cents per $100 value, where it currently stands.

Arthdale Brown has left the City Manager's Office to accept a management-level position with 311.  The position he formerly held, Assistant to City Council, will be filled as soon as possible and has been posted through the City's Job Bulletin.  As we work through the process of finding a permanent replacement, I am pleased to announce that Terry Bradley, a Community Relations Specialist with the City's CRC, will be filling the Assistant to City Council position on an interim basis. Starting Monday, February 12, Terry will be splitting his time between the CRC and spending approximately 20 hours per week located in the City Manager's Office. 
 
Specifically, Terry will be responsible for setting up and overseeing District Meetings, resolving citizen issues, and assisting Council members with research or other reports as needed.  Other duties have been temporarily assigned to other staff in the Manager's Office until the position is permanently filled.
 
Terry will be located on the 15th floor on Mondays from 1:00-5:00 pm, and on Tuesdays-Fridays from 9:00 am-1:00 pm.  He can be reached at tbradley@ci.charlotte.nc.us  or contacted by phone at (704) 336-2180.
