Agenda Item #23B: Fire Station 28 at Lake Wylie

On Monday evening, Council will be asked to approve the construction bid for Fire Station # 38 located at Lake Wylie. This station was authorized as part of the 2005 annexation.

The total bid on fire station 38 includes the cost to construct the facility, boathouse, and site work. The property for the Fire Station (3.209 acres) was donated by "The Sanctuary" (Crescent Resources) at a value $500,000 as assessed by the City Real Estate Department. This location generated buffer requirements by Federal, State, and Local regulatory agencies. The estimate for the fire station facility was $2,177,004 (54.13% of Total Construction Cost), or $178 per square foot, the boathouse was $503,988 (12.53% of TCC), and the site work was $1,341,009 (33.34% of TCC). The total Engineer's Estimate was $4,022,001, and the low bid submitted for City Council approval is $3,982,218.96 by Randolph and Son Builders.

The site work includes mitigation plantings, bio-detention ponds, retaining walls, concrete and asphalt paving, sidewalks, underground storage tanks and dispensers, shore ramps, fill buildup, clearing, grading, etc. This was not a typical parcel and because of this location the site cost were more than typical stations.

This facility will give the Fire Department the ability to respond to lake and lake shore emergencies properly; the boat will be staffed by the engine company crew. The Charlotte-Mecklenburg Police Department will also house a patrol boat at the station.

Update on Baseball/Third Ward Park/Brooklyn Village (Second Ward)

On December 12 and December 19, 2006, the Mecklenburg County Board of Commissioners discussed materials County staff prepared relative to the minor league baseball stadium, Third Ward Park and Second Ward redevelopment (called Brooklyn Village). The materials were in keeping with the County Manager's November 2, 2006 letter to the City Manager, which was subsequently presented to the Mayor and City Council on November 6, 2006, and shifted leadership of this overall project from the City to the County. On December 19 the County Commission approved the documents in concept.

The materials presented to the County Commission are attached. Included in the materials are draft, conceptual agreements with the Charlotte Knights and with Spectrum Properties. Both are similar to draft agreements City staff presented to the Mayor and Council in September 2006. The materials also lay out the next steps for the project, the first of which is development of an interlocal agreement between the City and the County prior to the end of the first quarter of 2007.

In keeping with the November 2, 2006 letter, the interlocal agreement will pertain primarily to the land swaps necessary to facilitate these projects: Spirit Square, Marshall Park and the County's interest in the Wachovia Cultural Arts project. City staff will bring that interlocal agreement forward for presentation to the Mayor and Council once a draft is complete, most likely in February or early March.
