Solid Waste Services Yard Waste Collection Update

Due to the unusually heavy leaf volume the remains throughout the City, Solid Waste Services will provide yard waste collection on Saturday, December 2 and Sunday, December 3. The unusually heavy volume this leaf season has resulted in service delays in portions of all collection zones. However, major service delays exist primarily in the South and East service zones. To address inquiries from customers, Council members and the media, a briefing was held on Thursday, November 30 to outline the City's yard waste action plan.

Solid Waste Services is taking the following steps to resume normal collection service as soon as possible:

  • All available equipment and personnel resources have been called in to focus on collecting yard waste beginning with customers who have experienced the longest delays.
  • Ten new collection drivers have been trained and have begun to work on yard waste collection routes this week.
  • Private contractors have been hired from Allied Waste and assigned to assist with collection efforts primarily in the South Zone.
  • Updates on yard waste service are being issued to CharMeck 311 so that customers are provided current information and stay informed of their collection service daily.
  • An advertisement was placed in the Friday edition of the Charlotte Observer. The ad apologizes for the delays and informs customers of our plans to collect their yard waste as soon as possible. The same ad will be printed in the Saturday edition of the Observer.

Service will be monitored continuously throughout the period to ensure collection areas are completed. Updates will be provided to the Mayor and Council members as collection efforts continue.

Scaleybark Transit Oriented Development

As discussed in the November 27 City Council meeting (copy of adopted motion is attached), a letter was sent to the three development teams asking for new proposals to be submitted in 30 days. Attached is the letter that was sent to the teams.

December 9th Marathon Impact on Old Foxcroft

The Thunder Road Marathon is scheduled for Saturday, December 9. Staff has worked this year with the neighborhoods along the route that were most impacted by last year's race. Foxcroft was one of those neighborhoods most impacted and one of the neighborhoods with which staff has spent the most time planning and communicating route changes.

Residents of Old Foxcroft have recently expressed concern to the Mayor and Council members about the impact of both last year's and this year's routes on their neighborhood. Old Foxcroft has an informal neighborhood association and staff mistakenly believed that the Foxcroft

Homeowners Association represented Old Foxcroft. Since that came to our attention, staff has worked with the Old Foxcroft neighborhood and representatives of Old Foxcroft are now satisfied with this year's route and its impact on their neighborhood. Staff has added representatives from Old Foxcroft to the list of neighborhoods that will be included in the planning for the 2007 marathon.

Street Light Outages on Interstate Highways

During the November 20 meeting, the Transportation Committee asked staff to provide a report on its interstate highway street light outages around Charlotte. Attached is an inventory the CDOT took approximately six months ago. It reveals that a significant number of highway lights are out. Some areas are completely dark, and lighting is intermittent in most other areas.

McAlpine Relief Sewer Project Update

Utilities staff is continuing to work with Mecklenburg County Parks and Recreation staff in evaluating alignment options for the proposed McAlpine Creek Relief Sewer. Utilities staff presented the alignment options under consideration in a public meeting to the Park and Recreation - South District Advisory Council on Wednesday, November 29.

The citizen group, which spoke to City Council on November 6, also presented information to the park Advisory Council, along with other citizens who were in attendance. Utilities staff will present the same information to the Greenway Advisory Board on Monday, December 4 and to the Park and Recreation Commission on Tuesday, January 9. All of these meetings have been advertised via signs posted by Parks and Recreation on the McAlpine Greenway and on their website as public meetings for citizen input.

The Mecklenburg Board of County Commissioners has asked the Park and Recreation Commission to make a recommendation to them for consideration relative to the project alignment and need for an easement across the county owned property for the sewer line project.

The attached article "Cities Compete in Hipness Battle to Attract Young" appeared in The New York Times on November 25, 2006. The article notes that Charlotte has done well in attracting young workers and cites the following Charlotte attributes for this success: redeveloped downtown, NASCAR Museum, financial services sector, and Whitewater Park.
