Post-Construction Controls Ordinance Interview with The Charlotte Observer

At his request, staff from Charlotte Storm Water Services and Mecklenburg County Water Quality Program met with Bruce Henderson, a reporter for the Charlotte Observer, Tuesday, January 24, 2006 to discuss the development of the Post-Construction Controls Ordinance (PCCO). The draft ordinance developed by the PCCO Stakeholder Committee was discussed as well as the federal requirements and local drivers for the PCCO and the current stage of the PCCO adoption process. Staff explained that Council would be considering options possibly as soon as this summer for adoption of the ordinance. Mr. Henderson intends to publish an article later this week.

Post-Construction Controls are measures that clean and reduce storm water runoff including detention basins, filters, and vegetated buffers. The intent of the post-construction ordinance is to address the environmental impacts of storm water runoff in areas undergoing new development or redevelopment. The drivers for adopting the ordinance include;
   -  Federal mandate requiring that minimum measures be adopted
   -  Slow development in the northeast portion of the City due to concerns expressed by wildlife agencies over endangered species protection
   -  Continued environmental impacts to streams that will eventually have to be corrected at City expense
   -  Flooding concerns downstream of single family development

Watershed Education Partnership with WCNC

Charlotte-Mecklenburg Storm Water Services (CMSWS) has developed a partnership with WCNC (NBC-6) through Terri Bennett, Chief Meteorologist. She approached CMSWS early last year to develop a weekly segment about storm water and watershed issues.

This partnership fits well with the Storm Water Services Education Plan. Viewers will learn about daily actions they can take to protect our streams and lakes, as well as to protect lives and property during flooding events. Weekly on-air segments to be aired during the Thursday evening broadcast will be supplemented by online web pages with additional, in-depth information. The partnership will also include several specially produced commercials as well as personal appearances by Terri Bennett at public events such as Big Sweep.

The total value of the partnership is estimated at $587,000 - more than six times the value of the City's contribution of $87,500. The County is also contributing $37,500.

Centralina Council of Government (COG) Economic Development Committee

The Centralina Council of Government (COG) has requested that the City of Charlotte suggest a Charlotte elected official to replace Patrick Cannon on the COG's Economic Development Committee. Traditionally, this appointment is made through an informal process and the Council has previously agreed that the Chair or Vice Chair of the City's Economic Development and Planning Committee would be an appropriate appointee. It is suggested that Andy Dulin in his capacity as Vice Chair of the Economic Development and Planning Committee be the City's appointee for COG. If Council would like a more formal process for making this appointment, please contact me; otherwise, we will proceed as outlined.
