Zoning Decisions #7: Request for Approval for Rezoning Petition 2006-104

Attached is an RCA for a decision on Petition 2006-104 at the October 23, 2006 council meeting. The petitioner requested deferral of the decision at the October 18, 2006 rezoning meeting because a valid protest petition has been filed and full Council was not present. Should additional information be needed, please contact Keith MacVean.

Agenda Item #8: City Manager's Report
During the City Manager's Report, the Mayor and City Council will receive an update on the South Corridor Light Rail Project. This update is a follow-up to the City Manager's commitment to improve the communications with the Mayor and Council on this project.

Annual Transit Summit Postponed

The fourth Annual Transit Summit originally scheduled for October 23 has been postponed. While a new date is not yet known, it is anticipated that the Summit will be held sometime in December. FTA Administrator Jim Simpson has been asked to provide the keynote address at the Summit and we are working with his office to arrange a mutually convenient date in December. As soon as that date is confirmed, we will notify Council.

Mecklenburg Mills Update

City staff will meet with the former Mecklenburg Mill residents and Helping Empower Local People (H.E.L.P.) on Wednesday, October 25, 2006 at 7:30 pm (CMGC Room 267) to discuss their concerns.

Permanent Housing Status  Currently there are five residents of the original 59 households still in need of permanent housing. Of those remaining in hotels, two residents have decided to become homeowners, two residents are working with the Charlotte Housing Authority and the remaining resident is still trying to find a permanent residence.

Resident's Moving Claims The City's Insurance and Risk Management Department is handling the processing and settlement of these claims. To date, 27 claims have been filed by residents and 21 claims have been settled and paid. Six resident's claims are still pending. The total amount of claims settled thus far is $33,811.51. This is the total amount approved and accepted by the residents. The funding is through Insurance and Risk Management's loss funds. Insurance and Risk Management will in turn negotiate a settlement with the mover. This is the standard procedure in settling claims.

Mecklenburg and Johnston Mills RFP City Council's Housing & Neighborhood Development Committee is scheduled to begin discussion of disposition of the Mill properties at their October 20 meeting.


Pre-Application Workshop Change for Special Neighborhood Matching Grant

In Monday's Council Manager Memo, we reported that the October 24, 2006 pre-application workshop for the tree banding initiative would be held at Eastland Mall. The location has changed to CitiSide Clubhouse at 4513 Eaves Lane (Plaza-Eastway area). Attached is a brochure detailing this special initiative.

Capital Program Management

Over recent weeks, staff has received questions regarding the current process for capital project planning, development, approval, and monitoring. In response, attached is a brief summary description of the City's current process related to the Capital Investment Plan (CIP). Also included are the CIP program policies and a sample listing of capital related Balanced Scorecard performance measures.

Institute for Emerging Issues Forum on October 25

Attached is the agenda and brochure describing the upcoming Community Forum on Tax and Finance Modernization in North Carolina. The event is presented by the Institute for Emerging Issues. The forum will be held on Wednesday, October 25 from 8:45 am to 1:00 pm at the Charlotte-Mecklenburg Government Center in Room 267. A light continental breakfast and box lunch will be served.

Gang of One Featured in WBTV Special

CMPD's Gang of One Program will be featured in a 30 minute special on gangs that will air on WBTV on Monday, October 30 at 7:30 pm. The program, "The Sobering Truth: Gangs 101," will include:

  • A youth round-table discussion about gangs
  • Interviews with youth and parents impacted by gangs
  • Information on gang prevention and intervention
  • Listings of free youth programs across the city, including congregations affiliated with CMPD's Steele Creek Youth Network

Along with Gang of One, the program will feature the Boys and Girls Club of Greater Charlotte, the YWCA of Central Carolinas and other youth programs.

Participation in this special is yet another of the prevention and intervention efforts undertaken by Gang of One. Since its inception in February 2004, Gang of One has:

  • Distributed 75,000 gang prevention and intervention brochures at resource fairs, community festivals and special events
  • Received over 875 calls to the Gang of One hotline
  • Provided approximately 160 gang recognition and awareness trainings
  • Assisted over 55 youth in gang disassociation.

Gang of One was awarded $50,000 by the North Carolina General Assembly in 2005 to further its prevention and intervention efforts. Those funds enabled Gang of One to:

  • Provide $10,000 subgrants to both the Boys and Girls Clubs of Greater Charlotte and the YWCA of Central Carolinas Youth Development Program. These funds were used for staff development and the implementation of the Street SMART program in 18 sites serving 280 middle school youth. Street SMART is a nationally recognized best practice anti-gang curriculum for middle school youth which was developed by the Boys and Girls Clubs of America.
  • Meet with 114 youth referred by the Department of Juvenile Justice and Delinquency Prevention (DDJDP), District 26 and provide gang assessment information to DJJDP court counselors.
  • Meet with 280 youth gang members or associates who contacted or were referred to Gang of One.
  • Link 33 youth who expressed a desire to stay out or get out of a gang to appropriate agencies within the Gang of One Resource Network.

Gang of One is waiting to receive the funds from a Congressional earmark that will help expand their prevention and intervention efforts and broaden the participation of its community partners.

Animal Control Receives $25,000 Donation

CMPD's Animal Control Bureau has received a $25,000 donation from 9Lives Cat Food. The donation was linked to 9Lives' sponsorship of the car driven by Auggie Vidovich in the NASCAR Busch Series Dollar General 300 Race at Lowe's Motor Speedway on October 13. Had Vidovich won the race, 9Lives would have donated $1,000,000 to nine animal shelters nationwide, including the Charlotte-Mecklenburg Animal Control Shelter.

Although Vidovich did not win the race, 9Lives donated $25,000 to Animal Control's Spay and Neuter Fund. 9Lives says that 5.5 million cats are euthanized each year, representing 71% of all cats that enter animal shelters. 9Lives has a campaign to rescue one million homeless cats and recognizes the critical role that spay/neuter programs play in that effort.
