Calendar Note - City Manager's Evaluation
The Mayor and City Council will continue the City Manager's evaluation on Monday, August 28 at 3:00 pm in Room 280. Due to the continuation of the Manager's evaluation, the City Attorney's evaluation (previously scheduled for this date) will be rescheduled.
The Mayor and Council will first meet with Lyle Sumek to review the summary evaluation comments. The City Manager will then join the facilitated evaluation discussion.

Agenda Item #6: Homicide Task Force Recommendations

At the August 28 meeting, Council will be asked to accept the final report of the Homicide Task Force. In addition, Council will be asked to refer the report to the Community Safety Committee for further discussion and development of action steps. Enclosed in your packets are a copy of the final report and a copy of the March 6 presentation to Council that included much of the statistical information upon which the final recommendations were made.
Agenda Item #14A: NASCAR Office Tower Option Extension

Attached is a Request for Council Action and letter from NASCAR indicating their desire to extend by 30 days the original 180-day option for leasing about one acre of land on the NASCAR site for an office tower. This extension will allow NASCAR and the City to finalize the agreements necessary to move this item forward. NASCAR continues to express its desire to build the office tower, but needs more time to determine the full scope, size, and cost estimates for this component of the project. City staff recommends this extension to City Council.

Charlotte's #2 National Ranking as a "Hot Spot for Business"

Entrepreneur magazine and the National Policy Research Council (NPRC), a Washington, DC think tank, ranked the Charlotte metropolitan area number two (2) in the nation for its annual Hot Cities report. The index is comprised of two parts, each dedicated to measuring a key aspect of entrepreneurship: business formation and business growth.
Overall, the southern region claimed seven of the top ten (10) spots. Charlotte led the south with its number one (1) regional ranking. A steady immigration of young, educated workers and a large, business-friendly banking community are listed as prime factors for the City's success.
Another key factor noted by Entrepreneur and NPRC are government programs implemented to assist small businesses in their development. It is a signal that the government is serious about doing business with small businesses.
Charlotte PRIDE Festival

The PRIDE Charlotte Festival will be held on Saturday, August 26 at Gateway Village. While the majority of the festival will occur on private property, a portion of City right-of-way will be used. City and CMPD staff have met with the festival organizers, property managers and potential protest groups to ensure all laws are enforced and First Amendment rights protected.
