We received a letter from the North Carolina Department of Transportation indicating they are beginning project development and environmental and engineering studies for the subject project. This is good news since it begins technical work that must be completed before design and construction. The project is in the 2006-2012 TIP and scheduled for right-of-way acquisition in 2011. Construction is anticipated to begin sometime beyond 2012.

Floodplain Regulations Revisions
Staff Resource: Tim Richards, 704-336-4555 - trichards@ci.charlotte.nc.us

City Council asked staff to place the Floodplain Regulations presentation shown at the July 24 Public Hearing on the City's web site. The presentation, along with other summary information, as well as full copies of existing and proposed language, is now on the City's web site. The web site has been expanded to allow the community to provide written comments pertaining to the proposed revisions.

City Council also referred the study of the proposed revisions to the Environmental Committee and staff will be preparing a presentation for the Committee's September 5 meeting.

Charlotte Trolley/South Corridor Bland Street Station Area Design Charette
Staff Resource: Tracy Finch, 704-432-3025 - tfinch@ci.charlotte.nc.us

Charlotte Trolley, the City (Economic Development Office, Charlotte Area Transit System, Planning) and several property owners adjacent to the South Corridor Bland Street Station are jointly sponsoring a design charette to plan the areas around the Bland Street Station. Over the past 10 months City staff has been working with Charlotte Trolley on locating their museum in this station area. Additionally, The Boulevard Company and Crescent Resources are developing plans for new buildings adjacent to the station. The objective of the charette is to plan public open spaces to best meet the needs of the transit riders, the museum patrons and the developments.

Council is invited to the public open house from 3:30-5:00 pm on Monday, August 14 at the office of Shook Kelley, 2151 Hawkins Street, in South End, where the charette's preliminary plans will be shown for comment.

Last week City Council members, the City Manager and Walter Abernethy received an email from James Roberts of the Windsor Park neighborhood suggesting that the City had no ordinance that addressed downed trees and logs. Mr. Roberts attached two pictures of properties in his neighborhood that concerned him. By 11:00 am the next morning, a Code Enforcement inspector had inspected both properties and issued citations to the owners for violations of two applicable ordinance provisions in Chapter 10 of the City code that cover neglect of property and yard waste accumulation. Ben Krise, the Code Enforcement Supervisor for Mr. Roberts' neighborhood, also emailed Mr. Roberts to notify him that the properties had been inspected and cited and referred Mr. Roberts to the two relevant City Code provisions. The Code Enforcement notice of violation gives the owners until August 21 to bring their properties into compliance. If the owners have not complied by then, the City will hire a contractor to remove the downed tree and logs.
