University Park Shopping Center Update

In August 2005 staff reported that the University Park Shopping Center, located at 2115 Beatties Ford Road, was being marketed for sale. On April 28 the Shopping Center sold for $4,150,000 according to representatives of the Northwest Corridor CDC, a 17% equity partner in the former ownership group.
As a result of the sale the City received $661,799 as final payment for the $900,000 economic development loan approved by City Council in 1994. These funds will go back into the City's Economic Development Revolving Loan Fund (EDRLF) for future redevelopment activities that could include projects similar to those provided by the Charlotte-Mecklenburg Development Corporation (CMDC).
The City's loan provided partial funding for the shopping center's original development costs of $3.1 million. The shopping center is anchored by Food Lion and includes other neighborhood services such as a post office and drug store. The shopping center continues to provide over 95 jobs in the community and offers basic services to the neighborhoods located adjacent to the Beatties Ford business corridor. The new owners are A&B University Park, LLC, a North Carolina limited liability company.
Graffiti Enforcement

During the weekend of April 21 - 23, Charlotte was the target of an organized graffiti tagging effort. These tagging events (eleven total) were unusual in both size and location. The sites selected were high profile locations within and near the I-277 loop. The locations included billboards, roof tops, overpasses, and railroad trestles. The evidence collected from these locations suggests the same groups of people are responsible for all the incidents. All of the tagging information has been submitted to the Charlotte-Mecklenburg Police Gang Task Force for investigation.
All of the graffiti has been removed except for the tag located on the Norfolk Southern rail line that extends over I-77 just before the John Belk Freeway exit. This location has been more complicated to clean because of traffic control and coordination issues with the railroad and NC DOT. The location is tentatively scheduled for clean-up this weekend. Code Enforcement is working closely with CMPD to have field officers on alert for future activity, especially on weekends.

Attached is the Charlotte-Mecklenburg Police Department's annual report for calendar year 2005.
Along with providing data and trend information, the report details just a few of the ways in which the department and its community partners are working to ensure our streets and neighborhoods are safe. In addition to sharing the report with neighborhood and business leaders, we are providing copies to other city police agencies, and will use it as part of our recruiting program. It is also available on the web site at www.cmpd.org
Police Week

May 15 - 20 is Police Week and there are several events planned. CMPD will hold a promotion ceremony on Monday, May 15 at 2:00 pm at the Police & Fire Training Academy. Promotions include: Captain Dale Greene and Captain Kerr Putney to the rank of Major; - Sergeant Jeff Baker, Sergeant Johnny Jennings and Sergeant John Williams to the rank of Captain; - Officer Lisa Carriker, Officer Tim Gromis and Officer Joy McGraw to the rank of Sergeant.
The new assignments for Command Staff are: Major Greene - Special Operations Bureau, Major Putney - Central Service Area, Captain Baker - Training and Recruitment, Captain Jennings - Street Crimes Task Force, and Captain Williams - Watch Commander. Major Ruth Story will move to the Southeast Service Area.
The Peace Officers Memorial Service will be held on Tuesday May 16. Local law enforcement agencies will honor Mecklenburg County's 31 officers who have been killed in the line of duty at the Peace Officers Memorial Service. Following a brief ceremony at 12 noon at the Police Memorial on Trade Street across from CMPD headquarters, the group will walk to First Baptist Church for the service. All attendees are invited to a luncheon in the First Baptist Church Fellowship Hall immediately after the service.
An Awards Ceremony and Reception will be held on Wednesday, May 17, at the Police & Fire Training Academy, 1770 Shopton Rd. at 5:30 pm. More than 100 award winners will be recognized including five citizens who will receive the Meritorious Award for actions that aided public safety.
On Friday, May 19, the Fraternal Order of Police Auxiliary will host a Candlelight Service at Sharon Memorial Gardens at 8:15 pm. The ceremony will be by the lake.
Council members are invited to attend any event. No R.S.V.P. is necessary.
Response to Concerns in Maintenance of Elmwood Cemetery

Mr. Mark Palmer has recently expressed concerns regarding damage within Elmwood cemetery, homeless staying in the cemetery and general maintenance of the area. Attached is a response to Mr. Palmer's concerns from the Cemeteries Division of Engineering and Property Management.
Additionally, the Charlotte Mecklenburg Police Department has reviewed their records and have only received three calls for service in Elmwood since January 1, 2006. One was a suit case left on the grounds that was later determined to belong to a homeless subject, one was a report of a subject sleeping inside the cemetery (however, it is unknown if he was homeless), and the last was Mr. Palmers report.
