Dinner Briefing Item #2: FY2006 Housing Trust Fund Funding Recommendations - PULLED

The FY2006 Housing Trust Fund (HTF) project funding recommendations were scheduled for a City Council Dinner Briefing on May 8, 2006. Staff has asked that this item be pulled from the dinner briefing schedule as we learned on Thursday, May 4, that the Foundation for Affordable Housing is withdrawing its Parkwood East Apartments (7108 Wallace Road) from consideration for City Housing Trust Fund dollars. The Parkwood project was the second ranked project for Multi-Family Rental based on the Trust Fund evaluation criteria and scoring of proposals.

As a result of the project withdrawal, an additional $1,279,936 is available for reallocation to either fully fund the Southside Homes project at the requested level and/or to issue to the available funds in a future Request for Proposal for Multi-Family Housing. The HTF Advisory Board will meet on May 11, 2006 and will make a recommendation on the funding reallocation to City Council.

Staff is planning to bring the FY2006 HTF Project Funding Recommendation for Multi-Family and Special Needs Housing to City Council for a Dinner Briefing on May 22, 2006. City Council Action will be requested at the June 12, 2006 meeting. The FY06 Projects Location Map is attached.

Agenda Item #10: NC Transportation Improvement Program FY2007-2013 - PULLED

At Wednesday's NC Board of Transportation meeting, it was announced that an additional large funding shortfall exists (over $900M statewide). As a result, the Transportation Improvement

Program development process will be delayed. We expect Equity Formula and Loop Projects to be affected. We have pulled the related agenda item (Item #10) from Monday's agenda and canceled the Transportation Committee meeting scheduled for Monday afternoon. We will use the time scheduled at Monday's dinner meeting to update you on what we know about the NCDOT's most recent problem and some alternatives we were previously looking at to balance the TIP.

Agenda Items #21A and B: 2947 and 2949 Coronet Way (In Rem Demolition)

On May 8, 2006, City Council will be asked to approve the demolition of two apartment buildings in the Eleanor Heights Community (2947 and 2949 Coronet Way). The apartment

buildings were originally scheduled for City Council's review at the April 24, 2006 meeting. However, the property owner, Mr. Edwin Rodriquez of Richland, New Jersey, acquired a temporary restraining order restricting the City from issuing a demolition ordinance for the apartment units, at that time. The restraining order has been voluntarily dismissed by Mr. Rodriquez's attorney on April 26, 2006.

Mr. Rodriquez continues to oppose the demolition and has requested more time to begin the repairs. The estimated repair cost, for the two buildings, exceeds $150,000. Police and

neighborhood leaders in the Eleanor Heights community have expressed concerns regarding vagrant access, property cleanliness, and the overall negative impact of these apartments to the neighborhood. The Eleanor Heights Community strongly supports the demolition of the apartment units. Based on the history of this case, the severity of the conditions, and the failure of the property owner to make timely repairs, Code Enforcement recommends Council's approval of the demolition request. Mr. Rodriquez may ask City Council to deny the demolition request and to allow additional time to make repairs.

Mr. James Taylor appeared before City Council at the May 1, 2006 Citizen Forum. He expressed concerns about a possible demolition request for the property at 2807 Lake Avenue in the Enderly Park Community. To date, this structure has not been submitted to City Council for demolition approval.

Mr. Taylor's company is a bidder in an ongoing foreclosure process. At this time, neither he nor his company is the titled owner of the property at 2807 Lake Avenue. Code Enforcement staff is reviewing the file material and inspection records to determine if a demolition request to City Council is warranted. The 2807 Lake Avenue property will not be part of the May 22, 2006 Council agenda.

Industrial Text Amendments

In 2003, the City Council asked staff to develop possible site and design options for heavy industrial uses permitted in the I-2 zoning district when located in residential areas. The Economic Development and Planning Committee chose to amend the I-2 district and add stricter development standards for certain uses.

An Industrial Stakeholders Group was formed and met six times. A proposed text amendment was formulated and presented to the Economic Development and Planning Committee of City Council in November 2005. The Committee voted unanimously for staff to move forward with the proposed text amendments.

Planning staff will be filing the text amendments for a public hearing on July 17, 2006.

Scaleybark Transit Oriented Development RFQ Update

An interdepartmental staff team met last week to review the submittals for the Request for Qualifications (RFQ) for the property in the Scaleybark Station area. This eight acre site,

adjacent to the CATS Park and Ride, is intended to be redeveloped for a mixed-use and mixed-income transit oriented development (TOD). The review team consisted of staff from Economic Development, Planning, CATS, and Neighborhood Development. Five of the eleven submittals were selected to participate in the Request for Proposals (RFP) that is scheduled to go out the beginning of June.

The five chosen development teams were Pappas Properties/The Housing Partnership, Crosland, Greenhawk Partners, McCormack Baron & Salazar, and Banc of America Community Development Corporation/Boulevard Centro. They were selected as the most qualified development teams based on the following factors:

  • Teams with experience in mixed-use developments
  • Affordable housing experience
  • Financial capabilities
  • SBE or MWBE experience
  • Proposed development approach 
  • Vision for placemaking

The RFP process will conclude towards the end of July when staff will interview participants and review submittals. In early September, staff will bring their recommendation for a development team to City Council for approval.

Charlotte PRIDE Festival

Representatives of PRIDE Charlotte will hold a press conference today to announce the Charlotte PRIDE Festival will be held on Saturday, August 26, at Gateway Village. While the majority of the festival will occur on private property, a portion of City right-of-way will be used. City and CMPD staff will work with the festival organizers and any protest group to ensure all laws are enforced and First Amendment rights protected.

Open House Results for LYNX Blue Line & Infrastructure

The South Corridor Communications Team held its second Open House on April 27, 2006 for the LYNX Blue Line & Infrastructure Projects. More than sixty-five persons attended the Open House at the South Corridor Information Center, 4035 South Boulevard. Project managers from CATS, Engineering & Property Management, CDOT, Economic Development and Corporate Communications were on hand to answer questions and provide the latest information and project status on light rail, roads, sidewalks, transit oriented land use and economic development opportunities in the South Corridor.

Twenty-five attendees completed a customer survey to gauge the effectiveness of the communication efforts.

  • Respondents gave communications a rating of 8.3 out of 10, up from 8.0 from the November 2005 customer survey. 
  • All respondents said their construction experience was "better than expected" or "matched their expectations."
  • NO respondents indicated construction was "worse than expected." 
  • 96% of the survey respondents said they knew about the LYNX Blue Line & Infrastructure Projects in the South Corridor before construction began in their area.

The South Corridor Communications Team will continue to sponsor future open houses throughout the construction process.

With the completion of more than half of the South Corridor infrastructure improvement projects, much of South Boulevard is construction free. Currently, South Boulevard travel lanes are clear south of Tyvola Road to I-485, including intersections at Arrowood and Sharon Road West. In addition, improvements on South Tryon Street are awaiting paving and will be done soon. Most remaining infrastructure work is located on Woodlawn Road, on South Boulevard between Clanton and Scaleybark roads and, by this summer on Archdale Drive and along Old Pineville Road. Light rail work is closing streets north of Clanton Road and the Vehicle Maintenance Facility in South End and Uptown as crews install rail and crossings across those streets and in between.
