Manufactured Home Definition Stakeholder Group Recommendations

On November 8, 2004, the Charlotte City Council referred to the Economic Development and Planning Committee several items that came out of meetings with neighborhood leaders and residents. Among those were review of definitions of family, definitions of open space, and definitions of manufactured, mobile, and modular homes. The Planning Commission has made progress on each of these items over the past several months and the first of those to come forward are the manufactured, mobile, and modular home definitions.
Eight individuals volunteered to be on the Manufactured Home Definition Stakeholder Group. Over four meetings, the stakeholders examined the Zoning Ordinance definitions of "manufactured home", "mobile home", and "modular home" to determine if any revisions were needed. Comparisons were made with the federal and state definitions.
The stakeholders have recommended revisions to all three definitions to make them easier to understand and to include relevant information. The recommendations were presented to the Economic Development and Planning Committee on April 5, 2006. The Economic Development and Planning Committee unanimously agreed to move the recommendations forward.
Planning staff will be updating the Planning Commission on the recommendations at the May 1, 2006 meeting and filing the text amendment for a public hearing on July 17, 2006. We wanted City Council to be alerted to this issue well in advance of the July 17th date.

The Community Development Block Grant Program (CDBG) is a catalyst of the City's housing program. The CDBG program was enacted into law as part of the 1974 Housing Act. It provides grants to eligible jurisdictions to address the three-goal areas of the U.S. Department of Housing and Urban Development (HUD) -
providing affordable housing, expanding economic opportunity and providing a suitable living environment for low and moderate-income households. Over the past 30 years, the City of Charlotte has received over $160,000,000 in CDBG funds. These appropriations have allowed the City to provide funding for: housing development activities (new construction, rehabilitation and land acquisition), relocation and after-school programs.
The City of Charlotte will observe National Community Development Week (April 17-23) with an awards ceremony highlighting Community Development Block Grant contributions to the City's after-school programs. The event will be held in Old City Hall (600 East Trade Street) on Friday, April 21, 2006 from 3:45 - 5:30 pm.
The Mayor and Council members are welcome to attend.
