Since August 2005, we have had several discussions with Charlotte Observer reporter Richard Rubin about the Utilities five-year capital improvements program and the Briar Creek sewer improvement project. The focus of recent interviews has shifted more toward the Briar Creek project - specifically, how the project's changing scope and other factors have affected its projected cost over time. We expect the story to run on Saturday, April 1.
