FY06 Q1 Small Business Enterprise Utilization Report
Staff Resource:  Tiffany Capers, 704-336-3862 – tcapers@ci.charlotte.nc.us

The City's FY06 SBE Utilization goal for informal purchases is 7%; the City exceeded that goal with over 13% informal spending with SBEs during the first quarter, compared to 5% in the same period a year ago.  The total amount spent with SBE firms for informal purchases this quarter was $2.70 million, which is a 72% increase over the same period last year.  The first quarter of FY06 marks the highest SBE utilization percentage to date for informal purchases.

For the first quarter of FY05, the City spent $10.96 million with minority and woman-owned businesses.  This amount includes both formal and informal (less than $100,000) spending, and represents a 116% increase over the same period last year.

Attached is the First Quarter SBE Utilization Report.

Tyvola Road Reversible Lane System Removal
Staff Resource:  Liz Babson, 704-336-3916 – ebabson@ci.charlotte.nc.us

Over the next few months, the Charlotte Department of Transportation (CDOT) will be restriping and resigning Tyvola Road between Nations Ford Road and Billy Graham Parkway. With the closing of the Charlotte Coliseum, the current reversible lane control system along this section of Tyvola Road is no longer needed.

This reversible lane system was installed prior to the opening of the Coliseum in 1987.  It has become dated, and requires considerable maintenance and repair to keep it operational. CDOT will remove the overhead reversible lane control signals and replace them with standard metal lane control signs. CDOT will also restripe portions of Tyvola Road converting the current reversible lane markings to more conventional pavement markings. Removing the reversible lane control system is an interim operational improvement until new development occurs in the area.

5400 Hovis Road Update
Staff Resource: Deputy Fire Chief Pete Key, 704-336-8565 – hkey@ci.charlotte.nc.us

The Charlotte Fire Department has now responded to four intentionally set fires at 5400 Hovis Road. The most recent fire occurred Sunday afternoon in a trailer at the rear of the property. Tuesday afternoon, representatives of the Fire Prevention Bureau, other City and County agencies, and the property owner made a site inspection. A list of concerns was developed, with cleaning up and hauling away the solid waste being agreed upon as the first priority. Securing the property from further incidents is also a high priority. Frank Godley, the owner, is supportive of the first step to ensure that further incidents do not occur. The various agencies will meet again soon to submit an action plan and a timeline for the owner to follow.

On Monday, November 21, 2005 at 9:30 am, Charlotte Douglas International Airport will announce the results of its latest economic impact study.  The study was conducted by The Center of Transportation Policy Studies at UNCC in partnership with the Charlotte Chamber.

The announcement will take place at the Airport's Conference Rooms Aero and Boeing, located at the top of the burgundy-carpeted stairs in the Atrium.  All attending parties are required to check in at the desk located prior to Checkpoint D, where they will be required to present a government-issued picture identification to receive proper documentation to access the security checkpoints.

The airport's previous economic impact study was conducted in 1997 and indicated a $4 billion total impact and an employment impact of 72,000 jobs.  UNCC and the Chamber were also involved in the 1997 study.
