Attached is agenda item #7 for the October 24 Council meeting. The Restructuring Government Committee met on Thursday, October 20, and made a recommendation relative to CMPAC. Also attached is the supporting materials the Committee received during its review.
Agenda Item #8: Strategies to Address Growth Impacts on Schools -- PULLED

The item on Monday night's Council meeting agenda, Strategies to Address Growth Impacts on Schools, has been removed from the agenda. This item asks Council to consider the Economic Development and Planning Committee's recommendations relative to strategies from the
Planning Liaison Committee to address the impacts of growth on schools. At its meeting on October 19, the Economic Development and Planning Committee did not take action on these strategies. No new date has been set for the Committee to meet and consider these strategies.
The Planning Liaison Committee is scheduled to meet on Friday, October 28. The agenda for that meeting is to consider the actions taken to date on the proposed strategies by the City, the County Commission, the Board of Education, and the six other Mecklenburg municipalities. City Council's representatives on the Planning Liaison Committee are Council members Kinsey, Lassiter and Phipps. Council's representatives will take the Council's decision on these growth strategies to the Planning Liaison Committee once the Economic Development and Planning Committee and the full Council have acted.

On September 28, 2005 the City issued an Invitation To Bid (ITB) for twenty-two (22) categories of vehicles, utilized city-wide by all Key Business Units. The recommended awards are for unit price contracts with an initial term of one-year with options to renew for two additional one-year periods. These type contracts (multiple item, multiple vendor) have been in place for the past six years and have worked extremely well. The contracts allow for model year changes and the ability to add or delete optional equipment to meet our requirements.
The General Fleet Vehicle bid conducted this time involved significant local vendor participation and competition, with several categories resulting in as many as eight (8) bid responses.

We recently received similar requests from WBTV and WCNC for employee data regarding sick leave, vacation leave and overtime. Additionally, WBTV requested applicable City policies, the computer field layouts for the information and any studies of sick leave usage done since January 1, 2000. We have provided the information consistent with NC General Statute §160A-168 and wanted you to have the information should you receive questions.
Here is a brief summary. Additional information is attached.
Sick leave -- Our regular use of sick leave (5.2 days/year non-Family Medical Leave Act (FMLA) falls at the low end of the national average (5.2-5.8 days/year)
- Under the federal FMLA, employees are entitled to up to 12 weeks each year for qualifying leave (serious health condition [self or to provide care for immediate family member], birth/adoption/foster care of a child)
- With FMLA leave factored in, employees average use of sick leave is 6.3 days/year
Overtime pay - nearly 76% of our workforce is eligible by federal classifications for overtime pay should the need arise.
- Average overtime pay earned among those 4,680 eligible employees is $1,653.64/year.
- A few employees volunteer to work significant overtime to supplement base pay, resulting in substantial overtime pay
- Overtime pay accounts for approximately 3% of the City's total salary expenses
Vacation leave - average annual use of (non-FMLA) vacation leave is 148.40 hours
- Fire and Police Public Safety and 3-1-1 Customer Service employees accrue additional vacation in lieu of holiday pay. Currently, there are 2,703 employees who qualify
- Fire public safety employees receive 2 additional days based on 12 hour shifts
- An employee may only carry over 2 times his/her annual vacation accrual. Each January, the City cuts back any employee's vacation balance that is over the maximum carryover amount. In Jan 2004, 488 employees lost a total of 18,194 hours. In Jan 2005, 532 employees lost a total of 19,864 hours.
