Council member Tabor recently requested some information related to the construction timeline and tax value of the more recent major towers in the Center City.

The table below provides the construction timeline for five office towers and the most recent real property tax assessment of each. Please note that the value shown does not reflect the full tax value of each project because it omits the personal property tax value for office equipment, furniture and fixtures. Staff is currently developing an estimated personal property tax assessment of these projects and will present this information to the Economic Development & Planning Committee on July 20 as part of the cultural arts financing information.

City Manager's Office 2005 Customer Service Survey for Mayor and City Council

State Holds Ozone Stakeholder Meeting

Federal regulations requires the NC Division on Air Quality (NCDAQ) to submit to EPA a State Implementation Plan by June 15, 2007 to assess air quality status and show how the State plans to meet new 8-hour federal ozone pollution requirements. The outcome of the process will be various requirements the State will impose on our area regarding pollution controls, such as vehicle inspection and plant retrofit requirements, and a pollution budget for air quality conformity purposes.

A meeting of local stakeholders was held June 28. The preliminary results presented were very encouraging, although NCDAQ considered them "inconclusive". The Metrolina area is predicted to pass the EPA proposed and alternative attainment tests at all monitors by 2009, which is a key deadline for federal designation and sanctions. However, the two Rowan County monitors which are in our air quality region were predicted to be right at the limit for one of the alternative tests. Additional tests will be made this summer. Since the preliminary modeling indicates we will pass tests at monitors, we do not expect NCDAQ to require additional local control measures beyond those already in place.

Staff is preparing a presentation for City Council that will discuss the state findings and differentiate between attainment and conformity requirements. We expect that presentation to occur at the September Workshop.

The state's modeling continues to show the precarious nature of our region's ability to meet air quality standards. A Task Force of County, Chamber of Commerce, CATS and City representatives, including Council member Mumford and Jim Humphrey, are expected to soon make recommendations regarding whether to pursue a voluntary air quality program targeting businesses, commuters and fleet operations.
