At the January 3 citizens' forum, Mr. Michael Kan appeared and requested that Council consider installing additional sidewalk in cases where changes in land use create the need for better pedestrian access. Mr. Kan is a resident in the vicinity of the property subject to rezoning petition # 2004-149 that is before Council for decision on Tuesday night.

The petitioner has requested that the City do the design, right-of-way acquisition, and grading for sidewalk to fill in a missing 300-foot section on Marvin Road. The petitioner is willing to fund the cost of paving. The additional sidewalk would connect the proposed retail development to existing residential subdivisions.

The goal of the City's current sidewalk program is to install sidewalks on both sides of all thoroughfares, with an objective to ensure there is sidewalk on one side of the street before going back to install sidewalk on the other side. In this case, there is already sidewalk on the other side of Marvin Road. Under the parameters of the current policy, staff has indicated a willingness to provide design and right-of-way work for the missing section on the side requested by the petitioner. However, because of the significant number of higher priority needs and requests for sidewalk throughout the City, staff is not comfortable assuming funding responsibility for grading. The petitioner has not agreed to this division of responsibility and wants the City to also do the grading work.

As Council is aware, staff is reviewing the current sidewalk policy and will be coming back to Council in the spring with recommendations. A proposal to address potential public-private partnerships for getting sidewalk built will be considered as part of that review.

Attached is a detailed report from CDOT on this matter. Staff will be available to answer Council questions on Tuesday.

2005 Dr. Martin Luther King, Jr. Holiday Celebration

Since 1979, the Charlotte-Mecklenburg Community Relations Committee, in conjunction with corporate sponsors and community organizations, has planned the Dr. Martin Luther King, Jr. Holiday Celebration. Because of the significance of Dr. King's activities over his lifetime, many other groups hold events during the holiday. The program details the officially sponsored events coordinated by the Community Relations Committee.

In addition, the Community Relations Committee will be recognized for the organization's efforts to promote justice and equality on Monday, January 17, 2005 as part of the Charlotte Bobcats Martin Luther King, Jr. Celebration. Organizations being recognized include: The Charlotte Mecklenburg Community Relations Committee; Community Building Initiative; The Echo Foundation; Levine Museum of the New South; NAACP, NCCJ, Urban League of the Central Carolinas; and the YMCA of Greater Charlotte.


Services Assessment Survey Process

Staff is ready to administer the Services Assessment Survey in preparation for the February Retreat. In order to assist administration of the Survey, Carol Jennings from the Budget Office will be contacting the Mayor and Council within the next week to assist with the Survey setup.

At the December Retreat, Council approved undertaking a Services Assessment Survey to assist in the FY2006 and FY2007 budget process. Council directed staff to use a "forced choice" ranking system (comparing every service to every other service). Because the survey is large (741 questions) and is web-based, it should be completed on a computer with a high-speed internet connection (such as DSL or Road Runner). It is estimated that it will require at least 90 minutes to complete the survey, but it can be completed in sections rather than at one time.

Attached is a sample of the computer based survey, detailed instructions, and General Fund Services Descriptions. The deadline for completing the survey is February 1, 2005. Staff will present the Services Assessment results at the February Retreat.
