Agenda Items #30 and #31: City's Snow Emergency Preparation
Staff Resource: Layton Lamb, 704-336-5128

On Monday night's agenda are two items related to the City's preparation for weather emergencies this winter. Item #30 is the approval of the installation of salt brine and calcium chloride dispensers and storage. This system is designed to combat sudden bridge freezing and enhance snow melting in temperatures < 20 degrees F.

Item #31 is the approval of a newly negotiated agreement with the North Carolina Department of Transportation to reimburse the City for salting and plowing State system streets. The agreement increases the lane mile rate for this work from $ 4.50 per mile to $ 26.25.

As a follow-up to the June Council briefing, attached is an update from Street Maintenance about the City's readiness for winter weather emergencies.

Information:
Fire Station #10
Staff Resources: Jon Hannan, 704-336-4925 and David Garner, 704-336-3604

The FY 2001 Budget included funding for the design and construction of a new Fire Station 10 to be located at 2810 Wilkinson Boulevard, as a replacement for the existing Fire Station 10 located on Remount Road. The existing station is not suitable to meet the future service needs of the Fire Department.

Council awarded a construction contract, in the amount of $2,261,600 in January 2003. The original construction completion date was extended from December 2003 to March 2004, due to weather delays and other contract changes. We have been working closely with the architect, the contractor and their attorney, in the completion of the station, to redo construction work that did not meet the required specifications.

We are currently still a few weeks from substantial completion, with move in expected to be in December. The contractor is on site finishing and correcting his work. Liquidated damages will be assessed for the delay period.

The existing Fire Station 10 is still in service and providing the required level of service to the City. The new station will house two companies and a Battalion Chief, with room for future expansion.
