Agenda Item #44E-I: Condemnations for NC Hwy 73 Davidson-Concord Road Water Main

Real Estate had five condemnations on the November 8 Council agenda for NC Highway 73 Davidson-Concord Road 24-inch Water Main. One was settled October 28 leaving four condemnations remaining. There are 18 parcels in this project.

Parcel #15 for Rosemary Helms, 16200 Davidson-Concord Road. It now has settled for the appraised value of $11,650. This was moved to Acquisitions.

Parcel #1 for Nancy Gray Family Partnership, 14652 June Washam Road. There is a good probability of settling. The easement was marked off and our agent is meeting with the owner's son. The City has offered $13,250, which is based on an independent appraisal.

Parcel #7 for Allan and Mary Andry, 16912 Davidson-Concord Road. The owner is meeting with his agent and Catherine Williamson, City Real Estate attorney week of 11/1. He has threatened to go to Council and wants compensation based on the tree value quoted in the newspaper for Bruton Smith's trees that were cut for the Speedway parking lot. The City has offered $15,375 and the property owner wants $45,000. The City offer is based on an independent appraisal. This is not expected to settle before Council meets.

Parcels #2, #8 and #9 for Nell, Lawson, and Martha Jenkins, 17440 and 16824 Davidson-Concord Road. These are two condemnations on the agenda and are owned by the same people. The City has offered $19,375 based on two independent appraisals and owners have only refused, not counter offered. They think their house is impacted more by the loss of the buffer to this busy road than the appraiser concluded. The agent is continuing to negotiate and there is a good chance these two will be settled before Council meets.

The agent continues to negotiate with owners and may settle more of these before the Council meeting.

Staff has been actively involved in planning for the NLC Conference to be held in Charlotte in December of 2005. The following update gives an overview of planning activities to date.

Destination Management Company Selection:
To assist us in the planning and execution of the NLC 2005 Congress of Cities, the City solicited the expertise of a Destination Management Company (DMC). An RFP was issued by the Convention Center on behalf of the City, based on criteria established in the Host City Requirements drafted by the NLC. Four proposals were received and were reviewed by a five person panel of staff from the City, the Convention Center and Visit Charlotte. Each proposal was evaluated on the following criteria: staffing plan, transportation capabilities, tour experience, event planning experience and pricing. Based on this criteria, Charlotte Arrangements was selected to be the DMC throughout the planning and execution of the conference. In addition, the Main Event, a local small business event planning company was selected to plan the 300 person Board Dinner during the conference.

Committee Structure:
A committee structure has been established to help plan and oversee the activities the City is responsible for delivering during the conference. The committee is comprised of elected officials and staff from the City of Charlotte, staff from the North Carolina League of Municipalities and elected officials and staff from the County and neighboring towns that are contributing financially to the conference. Each committee has a chair and a staff person responsible for calling meetings and tracking information. The DMC will play a critical role in executing the vision of each committee. The Implementation Team, led by Saskia Thompson as the Host City Coordinator is responsible for ensuring that all aspects of conference planning comes together into a cohesive program. Planning for Indianapolis:
As the Host City for the 2005 Conference, Charlotte will have an information booth set up in the Exhibit Hall during the Indianapolis Conference, November 30 - December 4, 2004. The booth will be staffed during times that the Exhibit Hall is open. In addition to staff from the City of Charlotte, Visit Charlotte and the Convention Center (CRVA), we strongly encourage Council members attending the conference to spend time at the booth. The booth will get a lot of visits from elected officials around the country and it is a great opportunity to encourage them to attend the Conference in Charlotte 2005 and to advertise our City as a destination.
