CMPD Community Policing Retreat

As the Police Department prepares for its community policing retreat on November 18 and 19, Chief Stephens would like some input from Council members on several key questions regarding the department's involvement in community problem oriented policing. Those questions are as follows:
1. Based on what you have learned from CMPD, what is your understanding of the community problem oriented policing philosophy?
2. Where do you get your information on CMPD's community policing philosophy and activities?
3. In your opinion, does community problem oriented policing deal effectively with crime and disorder? Why or why not?
4. What are the critical partnerships that CMPD must build within City government in order to make community problem oriented policing a success?
5. On a scale of 1-10, with one being poor and 10 being excellent, how well is CMPD doing in each of the following areas:
- Problem Solving
- Building Community Partnerships
- Prevention Efforts
- Community Education
6. What is your vision for community problem oriented policing? What would you like it to look like three years from now?
7. Are there specific community leaders that would like to be invited to the retreat?

Public Access Corporation Studio Accessibility

The Office of Cable Franchise Management (OCFM) received a response report from the Charlotte-Mecklenburg Public Access Corporation (CMPAC) regarding accessibility issues to its facilities and board meetings. The CMPAC also sent its Annual Report, which reviewed the corporation's activities in Fiscal Year 2004. The OCFM is in the process of reviewing the information contained in these reports and will report its findings and additional recommendations - if any - to the Council within the next month.
Susquehanna Radio Corp. Tower Sublease

On October 11, 2004, Council unanimously approved the lease agreement with Susquehanna Radio Corporation to lease antenna space on the City's 911 Communication Tower located in Matthews, NC. Staff was asked to come back to Council in two months with the results of the study expecting to show that both stations can co-exist.
On October 22, 2004, the two companies jointly sent a letter to the City Manager that WNCW has decided to locate on an alternate tower and that WNCW has no objections to having WABZ lease space on the City's 911 tower. By WNCW deciding to move to a neighboring tower, the move seems to work best for their operation and co-location is no longer an issue of concern.
The lease agreement between the City and Subsquehanna was signed on November 2.
Prior to the City's interaction with Susquehanna Radio (Operating as WABZ), the Federal Communications Commission had assigned a frequency and broadcast power level to WABZ to transmit in the "Indian Trail" market. Their new frequency is incompatible with WNCW's existing frequency. However, WABZ is considered a primary service carrier while WNCW is considered to be a secondary service carrier. As a result, WNCW would be expected to change their frequency if they wanted to remain viable in the Charlotte area.
The FCC action to assign that particular frequency and broadcast power level to WABZ concerned some local citizens who are fans of WNCW, a public radio station. Their solution for WNCW to locate on a neighboring tower resolved the frequency issue so that WNCW will be able to continue to broadcast in the Charlotte market.
