Arena District Plan

Charlotte Center City Partners has engaged the Charlotte District Council of the Urban Land Institute to convene a Technical Advisory Panel to make a recommendation on the development of an arts and entertainment district around the new arena. Center City Partners has asked the panel to provide answers and/or recommendations to the following questions:
- What would be the land use recommendations for the undeveloped City-owned property around the Arena?
- What would be some recommended land uses and development concepts in "The District" that may act as a catalyst for this area?
- How is connectivity created to "The District"?
- What are the next steps for implementation?
"The District" is defined as the area bounded by North Tryon Street, Brookshire Freeway, Caldwell Street and Fourth Street.
The ULI Panel will begin its work on Thursday, October 21, 2004 and will provide a report by mid-November 2004. Debra Campbell, Planning Director and Tom Flynn, Economic Development Director are serving on this panel.
CMPD Community Policing Retreat

The Police Department will hold a two-day retreat on November 18-19 at the Police Academy. The retreat will focus on community problem-oriented policing with an emphasis on four areas:
- Enhancing the department's capacity to solve crime and disorder problems
- Increasing opportunities for the department to engage the community in problem solving partnerships
- Refining the roles of sergeants and captains in the problem solving process
- Communicating the message regarding community problem-oriented policing-both internally and externally
On November 18, there will be an evening session of the retreat from 6:00 pm to 9:00 pm. The Mayor and Council, community leaders and staff members from agencies with whom police work closely will be invited to give their input on the current status of community problem- oriented policing, their recommendations for change and their expectations for the future.
Dinner will be served beginning at 5:00 pm followed by both a plenary session and small group discussions. The Police Department hopes that the Mayor and as many Council members as possible will plan to participate.
The Community Safety Committee will receive a briefing on the retreat at its October 28 meeting. The Police Department will also seek some additional input from Council members prior to the retreat.
Wingate Neighborhood Celebration

On Saturday, October 30, 2004 the Wingate neighborhood will celebrate several accomplishments - the completion of the Neighborhood Improvement Project, Neighborhood Park and Neighborhood Resource Center. The celebration will be held at the Wingate Resource Center, 2710 Mayfair Avenue from1:00 pm - 3:00 pm. The City's Neighborhood Development and Engineering and Property Management Departments, Mecklenburg County Park and Recreation Department and Wingate Neighborhood Association are sponsoring the celebration in recognition of the Wingate community's revitalization efforts.
Background : In 1995, the City recognized a need for comprehensive revitalization efforts in the Wingate community. Since that time, Wingate's revitalization efforts have included the removal of substandard housing, completion of more than 50 affordable housing units, construction of a neighborhood park, infrastructure improvements and capacity building classes for neighborhood residents.
The success of these revitalization efforts is attributed to partnerships with the Charlotte-Mecklenburg Police Department, Mecklenburg Department of Social Services, Mecklenburg County Fighting Back Program, Leadership Charlotte, Sisters of Mercy of North Carolina Foundation, Hands on Charlotte, H.O. Graham Metropolitan Presbyterian Church and West Boulevard YMCA.
