FY2006-07 Budget Process

In anticipation of the next two-year budget planning cycle, the Budget and Evaluation Office is currently examining alternatives for recommendations to refine the budget process. The Council and staff use the Strategic Focus Area Plans and Council Priorities to guide budget recommendations and set resource priorities. Based on Council feedback, staff is reviewing alternatives to expand budget priority discussions from the conceptual level to more specific service levels.

Alternatives under consideration include:
    -  Services assessment tool;
    -  Budget comparisons with other cities;
    -  Service delivery studies identified during the FY2005 budget process such as multi-family garbage collection and State right-of-way debris/litter cleanup;
    -  Review of literature including Osborne's Price of Government.

Staff will be reviewing options during the fall and will report back prior to Council's winter retreat(s) in anticipation of the budget process.

Citizens Review Board Hearing

Zachary Myers, the seventeen year-old son of Mr. Jim Myers, was stopped, detained, and searched by Officers of the CMPD on February 13, 2004. The detention was in relation to a suspicious transaction that took place on that day in a parking lot adjoining Charlotte Catholic High School. The specific facts of the detention are contested by the Myers.

The officers suspected that marijuana was exchanged because they saw a bag of green vegetable material in Zachary Myers' hands before he approached an occupied vehicle in the neighboring Charlotte Catholic parking lot. However, the officers were unable to stop that vehicle at the time and no drugs or significant monies were discovered on Zachary Myers or in his vehicle after the exchange. Zachary Myers was not charged in the incident.

The Myers contend that the transaction was a cigarette transaction and that there was no bag of green vegetable material present. Jim Myers complained to the CMPD regarding the incident and the conduct of one particular officer, (M.B. Peacock), at a later meeting between the officer and the Myers.

Pursuant to Charlotte City Code §16-59, Mr. Myers appealed the CMPD's disposition of the complaint to the Citizens Review Board (CRB). On July 27, 2004, the board met to consider whether or not the appeal merited a full hearing. The board decided that it did.

A full hearing of the matter is scheduled for August 26 in room CH-14 of the CMGC. The hearing will begin at 8:00 am and will likely last well into the night. The Myers and CMPD both have numerous witnesses to examine.
