2004 Mayor and Council Customer Survey

You received a copy of the 2004 Customer Service Survey for the Manager's Office on June 25. Staff would greatly appreciate your feedback and is willing to assist you in any manner with completing the survey. Information Items:
Mayor's Cultural Facilities Task Force

The Mayor's Cultural Facilities Task Force held its first meeting on June 30. Agenda items included the Mayor's review of the Task Force charge, organizational tasks and listing questions to begin gathering information.

Budget staff will distribute the agenda and other material to Task Force members via courier at least two days prior to the next meeting date. The Mayor and all council members will be sent the agenda electronically.

The approved Task Force meeting schedule is attached.


Andover Phase II Storm Drainagae Improvement Project

City Council awarded the low bid of $5,162,428.50 to Sealand Contractors on June 28, 2004. This action allowed the project to meet its accelerated public commitment schedule to begin construction in the summer of 2004. During the Council meeting, Council members Tabor and Kinsey requested additional information on alternatives considered during the planning process. Attached is a summary report that provides this information.

Due to the accelerated schedule, easement acquisition has been running concurrent with bid phase. The acquisition phase is almost completed and has been timed not to hinder construction start. Negotiations for the last few easements are ongoing and will be placed on the July 26 and August 23 agendas as needed to proceed with the construction.


Request for CY2003 Disparrity Analysis Data

The Metrolina Minority Contractors Association (MMCA) requested the data being analyzed by Small Business Development Program staff for the CY2003 Disparity Analysis. Under the public records request, staff sent the file to MMCA electronically Wednesday, July 7. The file contains over 157,000 lines of transactions and is being analyzed for a July 26 presentation to Council. If you would like an electronic copy, please call Tiffany.


MWBE Participation at Northlake Mall

Council member Mitchell requested that Skanska provide periodic updates to the Small Business Development Program on M/WBE utilization on the Northlake Mall Project. Based on the report received June 30, MBE participation is 7.69%, WBE participation is 9.44% and non-M/WBE participation is 82.87%. Of the ten M/WBE firms Skanska reported as performing on the project, seven are certified SBE firms.


Chantilly Phase IV Storm Water Project - WBTV Story

The Chantilly Phase IV Storm Water Project involves upgrading storm drainage systems and streams to reduce house and street flooding. The project area is bounded by Independence Boulevard to the north, Bay Street to the south, Pecan Avenue to the west and St. Julian Street to the east. The project is currently in the bid phase.

WBTV just finalized an investigative report on the process for acquiring easements for storm water projects. This investigation included an interview with Tim Richards and Daryl Greenberg, which will air on Thursday, July 8. The focus of the story is the property owners' concern that they are not fully educated on their options during the easement acquisition process.

During the easement acquisition process, property owners are strongly encouraged to donate easements for the storm water project. If property owners will not donate the easements, and we elect to proceed with the project, then we negotiate improvements or compensation for impacts to their property from the project. Donations will save the ratepayers money and will also allow for more funding to fix drainage problems.


CATS CharlotteTrolley Week Ridership

On July 4, CATS completed the first week of regular Charlotte Trolley service.  For the week, we provided a total of 8,354 passenger trips (an average of 1,193 customers per day).  The busiest day of the week was Saturday, July 3 with1,535 passenger trips.  To assist with heavy weekend passenger volume, CATS ran Gold Rush vehicles to compliment the Charlotte Trolley.  Throughout the weekend, both the Gold Rush and Charlotte Trolley were at capacity.

For the week, historic Car 85 provided over 300 revenue miles.  Thre were no vehicle failures, no employee or passenger injuries, no derailments, no accidents, and no acts of vandalism.
